GIFTED EDUCATION IN THE HEART OF EUROPE
INTERNATIONAL CONFERENCE IN PRAGUE
On 16 th and 17 th October 2006, there took
place a two-day conference called „Gifted
Education in the Heart of Europe“. The conference
was organized under the auspices
of Czech Ministry of Education, Youth and
Sport, Karmelitská 7, Praha 1, and was organized
by the Educational and Psychological
Counseling Institute of the Czech Republic.
This institution has been directed to run the
support of gifted education in our country
since 2004 mainly in the issues of psychological
and educational counseling of the gifted
population and further services for the
educational terrain.
The conference has been widely populated
by the experts from various fields connected
the gifted education issues: there were present
the representatives of counseling system,
municipal authorities, schools, school
inspection and other experts for example
from the university grounds and research
or ministerial institutions. The main issue of
this event was to bring these experts together
and discuss on the international platform
the ways of mutual support of the gifted
pupils in the countries within the European
continent.
The majority of the participants were the
people from the Czech Republic but we were
also delighted to host some partners from
the neighboring European countries – mainly
from Germany, Slovenia, Austria, Slovakia
and Poland.
The program of the conference was inherently
divided into two main parts: the first day
presentations were dedicated mostly to the
educational issues and the second day (characteristic
with a more closed session of the
European regional experts in GE) was dedicated
thematically to the issues of counseling
and legislative support of the gifted in
various states. Both days were closed by the
discussion sessions to give the participants
some opportunity to establish new contacts,
come to know the experts for some possible
future cooperation and to gain the mutual topics
for the conference conclusions.
The final conclusions of this conference were
established under the presence of the local
and foreign guests and could be understood
as the general guidelines for the future evolution
of this issue in our country and within
the Europe as well:
1. To establish and unify the legislative support
of the gifted children and students in
the core legal school acts and regulations.
2. To unify the group of the gifted under the
field of special education.
3. To attach firmly the financial support of
the state and municipal budgets to the
special individual care for these students
in schools, to widen the abilities of fundraising.
4. To establish a special discipline of Gifted
Education in teacher education in the
universities and prepare some continual
teacher in-service training for the teachers
already in the field.
5. To establish the networks of best practice
on the European level for the teachers
of gifted students.
6. To establish common diagnostic standards
of giftedness valid on the international
basis in the field of counseling.
7. To initiate the research in the area of
various strategies of educating the gifted
children in different countries and to
compare these results on the European
basis.
8. To post these results to all European
countries‘ governments and to learn from
the Austrian and British colleagues who
are already organizing the web-based
discussion forums for the experts and legal
authorities and to get involved in this
activity.

Leitfaden: Vorzeitiges Einschulen,
Überspringen von Schulstufen,
Wechsel der Schulstufen
Leitfaden
Zur Unterstützung von Eltern bzw. Erziehungsberechtigten, Lehrerinnen/Lehrern sowie Schulleiterinnen/Schulleitern
erstellte das özbf einen umfassenden Leitfaden zu den Themen „Vorzeitiges Einschulen“, „Überspringen
von Schulstufen“ und „Wechsel von Schulstufen“.
Der Leitfaden gibt einen Überblick über alle relevanten gesetzlichen Bestimmungen (z.B.: Überspringen ist jetzt
auch an „Nahtstellen“ möglich) und soll als Orientierungshilfe dienen.
