GIFTED EDUCATION IN THE HEART OF EUROPE<br />

INTERNATIONAL CONFERENCE IN PRAGUE<br />

On 16 th and 17 th October 2006, there took<br />

place a two-day conference called „Gifted<br />

Education in the Heart of Europe“. The conference<br />

was organized under the auspices<br />

of Czech Ministry of Education, Youth and<br />

Sport, Karmelitská 7, Praha 1, and was organized<br />

by the Educational and Psychological<br />

Counseling Institute of the Czech Republic.<br />

This institution has been directed to run the<br />

support of gifted education in our country<br />

since 2004 mainly in the issues of psychological<br />

and educational counseling of the gifted<br />

population and further services for the<br />

educational terrain.<br />

The conference has been widely populated<br />

by the experts from various fields connected<br />

the gifted education issues: there were present<br />

the representatives of counseling system,<br />

municipal authorities, schools, school<br />

inspection and other experts for example<br />

from the university grounds and research<br />

or ministerial institutions. The main issue of<br />

this event was to bring these experts together<br />

and discuss on the international platform<br />

the ways of mutual support of the gifted<br />

pupils in the countries within the European<br />

continent.<br />

The majority of the participants were the<br />

people from the Czech Republic but we were<br />

also delighted to host some partners from<br />

the neighboring European countries – mainly<br />

from Germany, Slovenia, Austria, Slovakia<br />

and Poland.<br />

The program of the conference was inherently<br />

divided into two main parts: the first day<br />

presentations were dedicated mostly to the<br />

educational issues and the second day (characteristic<br />

with a more closed session of the<br />

European regional experts in GE) was dedicated<br />

thematically to the issues of counseling<br />

and legislative support of the gifted in<br />

various states. Both days were closed by the<br />

discussion sessions to give the participants<br />

some opportunity to establish new contacts,<br />

come to know the experts for some possible<br />

future cooperation and to gain the mutual topics<br />

for the conference conclusions.<br />

The final conclusions of this conference were<br />

established under the presence of the local<br />

and foreign guests and could be understood<br />

as the general guidelines for the future evolution<br />

of this issue in our country and within<br />

the Europe as well:<br />

1. To establish and unify the legislative support<br />

of the gifted children and students in<br />

the core legal school acts and regulations.<br />

2. To unify the group of the gifted under the<br />

field of special education.<br />

3. To attach firmly the financial support of<br />

the state and municipal budgets to the<br />

special individual care for these students<br />

in schools, to widen the abilities of fundraising.<br />

4. To establish a special discipline of Gifted<br />

Education in teacher education in the<br />

universities and prepare some continual<br />

teacher in-service training for the teachers<br />

already in the field.<br />

5. To establish the networks of best practice<br />

on the European level for the teachers<br />

of gifted students.<br />

6. To establish common diagnostic standards<br />

of giftedness valid on the international<br />

basis in the field of counseling.<br />

7. To initiate the research in the area of<br />

various strategies of educating the gifted<br />

children in different countries and to<br />

compare these results on the European<br />

basis.<br />

8. To post these results to all European<br />

countries‘ governments and to learn from<br />

the Austrian and British colleagues who<br />

are already organizing the web-based<br />

discussion forums for the experts and legal<br />

authorities and to get involved in this<br />

activity.<br />

Überspringen von Schulstufen,<br />

Wechsel der Schulstufen<br />

Leitfaden<br />

Zur Unterstützung von Eltern bzw. Erziehungsberechtigten, Lehrerinnen/Lehrern sowie Schulleiterinnen/Schulleitern<br />

erstellte das özbf einen umfassenden Leitfaden zu den Themen „Vorzeitiges Einschulen“, „Überspringen<br />

von Schulstufen“ und „Wechsel von Schulstufen“.<br />

Der Leitfaden gibt einen Überblick über alle relevanten gesetzlichen Bestimmungen (z.B.: Überspringen ist jetzt<br />

auch an „Nahtstellen“ möglich) und soll als Orientierungshilfe dienen.<br />
