Dear Readers,
Footwear has again been at the focus of media attention
in 2010, whether in consumer magazines or in radio and
television programmes. The risk of being “caught” hangs
over footwear manufacturers and retailers like a Damoclean
sword. Any company which has acquired a certain
degree of recognition among consumers could tomorrow
be targeted by in part self-proclaimed consumer protection
orga nisations or persons.
Some of the reports clearly have
the aim of advancing the cause
of consumer protection – a goal
which we are also actively pursuing
in our research and service offe rings,
as are established manufacturers
and retailers; in contrast,
other reports are no more than
regrettable examples of sensationalist
journalism and presentations
of horror scenarios pandering to
the worst human instincts.
A shoe is definitely a consumer
article and therefore subject to
the corresponding legislation. It
is beyond dispute that these legal
demands have to be met. Problems
occur when private institutions
postulate their own limit values,
on the basis of which products are pilloried and devalued.
The vendor often remains helpless in the face of such
arbitrariness. Industry and commerce must therefore have
recourse to a firm knowledge base. The availability of
information for industry and commerce improved with the
foundation and management of a hazardous substance
working group and CATS (Cooperation for Avoiding
Toxic Substances) by PFI several years ago. CATS has now

auch 2010 stand der Schuh wiederholt im Fokus von
Verbrauchermagazinen oder Rundfunk- und Fernsehsendungen.
Wie ein Damoklesschwert schwebt das
Risiko „erwischt“ zu werden über Schuhherstellern und
Schuh handel. Jeden, der beim Verbraucher einen gewissen
Bekanntheitsgrad erreicht hat, können schon morgen
die teilweise selbsternannten Verbraucherschützer auf
dem Kieker haben. Zwar sind einige
der Berichte durchaus erkennbar
darauf ausgerichtet, den Verbraucherschutz
voranzu treiben – einem
Ziel, dem auch wir uns mit unserem
Forschungs- und Dienstleistungsangebot
verschrieben haben, ebenso
wie die etablierten Hersteller und
Handelshäuser; andere dagegen
sind schlichtweg und vordergründig
auf eine reißerische Berichterstattung
aus und auf ein möglichst
publikumswirksames Präsentieren
von Horrorszenarien.
Der Schuh ist zweifellos ein Bedarfsgegenstand
und unterliegt
der entsprechenden Gesetzgebung.
Es ist unstrittig, dass diese Anforde
rungen erfüllt werden müssen.
Proble matisch wird es, wenn
private Einrichtungen eigene Grenzwerte postulieren,
anhand derer Produkte öffentlich angeprangert und abgewertet
werden. Dieser Willkür steht der Anbieter oft ratlos
gegenüber. Daher müssen Industrie und Handel einen
soliden Informationsstand haben. Das PFI erreichte mit der
