New Legal Requirements
SVHC Candidate List
On August 30, 2010 the ECHA (Euro-
pean Chemicals Agency) proposed
another 11 substances as candidates
for inclusion in the SVHC list. Member
states had until October 14, 2010 to
comment on the proposals.
It is to be expected that these proposed
substances will be included after
October 14 in the SVHC candidate list,
which then will contain a total of 49
com pounds. At the time of going
into print the updated list was not yet
available.
The following eleven substances may
possibly occur in shoe components but
are unlikely to exceed the limit value of
0.1 per cent by mass:
1,2,3-, 1,2,4-, and 1,3,5-trichlorobenzene
may be used as organochlorine
carrier substances in the colouring of
synthetic materials or as solvents in
adhesives. The four listed cobalt salts
(cobalt(II) sulphate, dinitrate, carbonate,
and diacetate) may possibly be
N E W S L E T T E R
used as additives in rubber products,
whereas the two chemicals 2-methoxy-
and 2-ethoxyethanol may be used
as solvents in leather finishing.
Occurrence of the listed chromium
trioxide and chromic acid compounds
in shoe components can probably be
ruled out.
European Committee for Standardisation
CEN/TC 309 WG 2
Working Group 2 (WG 2) of the European
Committee for Standardisation
CEN/TC 309 “Footwear and Environmental
Aspects”, which is concerned
with chemical testing methods for
footwear materials, has prepared a
technical report entitled “Footwear –
critical substances potentially present
in footwear and footwear components”
and submitted it for publication
both to the European (EN) and to
the international (ISO) committees for
standardisation.
Surprisingly, ISO (International Organization
for Standardization) published
this Technical Report as ISO/TR 16178
in September 2010, without consideration
of the comments received during
the time limit allowed for objections.
Thus a document is currently in circulation
which contains factual errors
and is unsuitable for use as a working
document. Efforts are underway to
withdraw this Technical Report and to
publish the revised and corrected European
Version EN/TR 16178 as soon as
possible.
