New Legal Requirements<br />
SVHC C<strong>and</strong>idate List<br />
On August 30, 2010 the ECHA (Euro-<br />
pean Chemicals Agency) proposed<br />
another 11 substances as c<strong>and</strong>idates<br />
for inclusion in the SVHC list. Member<br />
states had until October 14, 2010 to<br />
comment on the proposals.<br />
It is to be expected that these proposed<br />
substances will be included after<br />
October 14 in the SVHC c<strong>and</strong>idate list,<br />
which then will contain a total of 49<br />
com pounds. At the time of going<br />
into print the updated list was not yet<br />
available.<br />
The following eleven substances may<br />
possibly occur in shoe components but<br />
are unlikely to exceed the limit value of<br />
0.1 per cent by mass:<br />
1,2,3-, 1,2,4-, <strong>and</strong> 1,3,5-trichlorobenzene<br />
may be used as organochlorine<br />
carrier substances in the colouring of<br />
synthetic materials or as solvents in<br />
adhesives. The four listed cobalt salts<br />
(cobalt(II) sulphate, dinitrate, carbonate,<br />
<strong>and</strong> diacetate) may possibly be<br />

used as additives in rubber products,<br />
whereas the two chemicals 2-methoxy-<br />
<strong>and</strong> 2-ethoxyethanol may be used<br />
as solvents in leather finishing.<br />
Occurrence of the listed chromium<br />
trioxide <strong>and</strong> chromic acid compounds<br />
in shoe components can probably be<br />
ruled out.<br />
European Committee for St<strong>and</strong>ardisation<br />
CEN/TC 309 WG 2<br />
Working Group 2 (WG 2) of the European<br />
Committee for St<strong>and</strong>ardisation<br />
CEN/TC 309 “Footwear <strong>and</strong> Environmental<br />
Aspects”, which is concerned<br />
with chemical testing methods for<br />
footwear materials, has prepared a<br />
technical report entitled “Footwear –<br />
critical substances potentially present<br />
in footwear <strong>and</strong> footwear components”<br />
<strong>and</strong> submitted it for publication<br />
both to the European (EN) <strong>and</strong> to<br />
the international (ISO) committees for<br />
st<strong>and</strong>ardisation.<br />
Surprisingly, ISO (International Organization<br />
for St<strong>and</strong>ardization) published<br />
this Technical Report as ISO/TR 16178<br />
in September 2010, without consideration<br />
of the comments received during<br />
the time limit allowed for objections.<br />
Thus a document is currently in circulation<br />
which contains factual errors<br />
<strong>and</strong> is unsuitable for use as a working<br />
document. Efforts are underway to<br />
withdraw this Technical Report <strong>and</strong> to<br />
publish the revised <strong>and</strong> corrected European<br />
Version EN/TR 16178 as soon as<br />
possible.<br />
