INTERVIEW<br />
Im Zusammenhang mit <strong>der</strong> geopolitischen<br />
und geostrategischen Situation<br />
in Zentralasien will auch das Wasser-<br />
und Energieproblem angesprochen<br />
werden, das in letzter Zeit zu einem<br />
sehr wichtigen Thema für die Zusammenarbeit<br />
und Sicherheit in <strong>der</strong> Region<br />
geworden ist.<br />
Die scharfe Polemik unter den Län<strong>der</strong>n<br />
am Ober- und Unterlauf <strong>der</strong> Flüsse um<br />
die Frage <strong>der</strong> Wassernutzung und des<br />
Baus von Wasserkraftanlagen ist ein<br />
ernstzunehmen<strong>der</strong> Test für den Bestand<br />
<strong>der</strong> Integrationsprozesse in <strong>der</strong><br />
zentralasiatischen Region. <strong>Tadschikistan</strong><br />
hat zu keiner Zeit die Bedenken<br />
und die Besorgnis seiner Nachbarn,<br />
insbeson<strong>der</strong>e Usbekistans, ignoriert.<br />
Das beweist auch die Unterzeichnung<br />
des Memorandums über das gegenseitige<br />
Einvernehmen bei <strong>der</strong> Entwicklung<br />
des Energiesektors zwischen unserem<br />
Land und <strong>der</strong> Weltbank. Wir<br />
haben unsere Bereitschaft erklärt, das<br />
Rogun-Staudamm-Projekt, das scharfen<br />
Unmut auf <strong>der</strong> usbekischen Seite<br />
hervorgerufen hat, einer wirtschaftlichen,<br />
sozialen und ökologischen Begutachtung<br />
zu unterziehen. Seinerseits<br />
hat sich <strong>Tadschikistan</strong> an die UNO und<br />
an<strong>der</strong>e internationale Finanzinstitutionen<br />
gewandt, um das veraltete Bewässerungssystem<br />
und den Zustand <strong>der</strong><br />
Wassernutzung in <strong>der</strong> Region insgesamt,<br />
darunter auch <strong>der</strong> vielzähligen<br />
künstlichen Stauseen, sowie die Umweltsituation<br />
umfassend bewerten zu<br />
lassen. Dies wird zum einen den gegenseitigen<br />
Ansprüchen und Schuldzuwei-<br />

sungen ein Ende setzen, und es zum<br />
an<strong>der</strong>en ermöglichen, weitere Investitionen<br />
internationaler Finanzorganisationen<br />
zur Lösung <strong>der</strong> Probleme <strong>der</strong> Region<br />
ins Land zu holen.<br />
Ist Wasser <strong>der</strong> Schlüssel<br />
für die Region?<br />
<strong>Tadschikistan</strong>, das einer <strong>der</strong> Hauptwasserlieferanten<br />
in Zentralasien ist, selbst<br />
nutzt insgesamt nur 5-7 Prozent seiner<br />
Wasservorkommen. Als Land, dessen<br />
Territorium zu 93 Prozent von Bergen<br />
bedeckt ist, hat es keine Möglichkeit, die<br />
bewässerte Fläche zu vergrößern. Dieser<br />
Fakt an sich zeigt, dass unser Land seiner<br />
Bestimmung nach für an<strong>der</strong>e Län<strong>der</strong><br />
<strong>der</strong> Region bei <strong>der</strong> Versorgung mit<br />
Wasser keine Bedrohung darstellt. Mehr<br />
noch, <strong>der</strong> Vorschlag <strong>der</strong> tadschikischen<br />
Seite, zur Versorgung <strong>der</strong> Bevölkerung<br />
<strong>der</strong> Region mit sauberem Trinkwasser<br />
den Sares-Hochgebirgssee zu nutzen,<br />
bleibt in Kraft. Unsere Nachbarn müssen<br />
aber auch die Situation in <strong>Tadschikistan</strong><br />
verstehen. Unser Land hat keine<br />
großen Vorkommen an Erdöl und Gas<br />
und in <strong>der</strong> kalten Jahreszeit, die sechs<br />
bis sieben Monate dauert, mangelt es <strong>der</strong><br />
Bevölkerung und auch den wirtschaftlichen<br />
und sozialen Einrichtungen an Elektroenergie<br />
und Wärme. Der einzige Ausweg<br />
aus dieser Situation ist <strong>der</strong> Bau und<br />
<strong>der</strong> Betrieb von Wasserkraftwerken. Das<br />
tadschikische Volk hat ein Recht auf ein<br />
menschenwürdiges Leben.<br />
Zusammenfassend lässt sich sagen,<br />
dass die entscheidenden strategischen<br />
Entwicklungsaufgaben <strong>Tadschikistan</strong>s<br />
die folgenden sind:<br />
• Gewährleistung <strong>der</strong> Energiesicherheit;<br />
• Herausführen des Landes aus <strong>der</strong> Verkehrs-<br />
und Kommunikationssackgasse;<br />
• Erhöhung des Lebensniveaus <strong>der</strong> Bevölkerung<br />
des Landes.<br />
Der russische Präsident<br />
hat Anfang August Ihren Präsidenten<br />
zusammen mit den<br />
Kollegen aus Pakistan und Afghanistan<br />
eingeladen. Während<br />
bekanntlich Afghanistan<br />
und Pakistan viele Probleme<br />
haben, wun<strong>der</strong>t es doch ein<br />
wenig, dass Ihr Land mit eingeladen<br />
war.<br />
Richtig, vom 18. bis 20. August 2010 hat<br />
<strong>der</strong> Präsident <strong>der</strong> <strong>Republik</strong> Tadschikis-<br />

Language for inter-ethnic communication: Russian<br />
Government: Unitary semi-presidential republic<br />
This is where the opportunities lie for the development of a huge<br />
market for electrical energy in Afghanistan, Pakistan and Iran.<br />
In connection with our geopolitical and geostrategic situation<br />
in Central Asia I also want to address the issue of water and energy<br />
that has become increasingly important for co-operation<br />
and security in the region.<br />
The fi erce polemic between the countries along the upper and<br />
lower reaches of the rivers with regard to the use of water and<br />
construction of hydro-electric power stations is a serious test<br />
for the continuance of the integration process in the Central<br />
Asian region. Tajikistan has at no time ignored the concerns<br />
and worries of its neighbours and those of Uzbekistan in particular.<br />
As proof of that we signed the memorandum of un<strong>der</strong>standing<br />
for the development of the energy sector with the<br />
World Bank. We are ready to have the Rogun dam project<br />
that drew sharp resentment from our Uzbek neighbours assessed<br />
un<strong>der</strong> all its economic, social and ecological aspects.<br />
Furthermore Tajikistan turned to the United Nations and other<br />
international fi nancial institutions to have a comprehensive<br />
assessment of the outmoded irrigation system and the whole<br />
issue of water use in the region in general including the numerous<br />
artifi cial reservoirs and the impact on the environment.<br />
On the one hand this will put an end to mutual recriminations<br />
and fi nger-pointing and attract more investments by international<br />
fi nancial institutions and on the other solve the region’s<br />
problems.<br />
Is water the key for the region?<br />
Tajikistan is one of the main suppliers of water in Central Asia<br />
yet takes only 5 to 7 per cent of its water resources for its own<br />
use, and as a country with 93 per cent of its territory covered by<br />
mountains has no possibility to extend the area un<strong>der</strong> irrigation.<br />
This fact in itself is evidence that our nation is no threat<br />
to other countries in this region when it comes to claims on<br />
water supply. In addition the Tajik proposal to use water from<br />
the Sares high mountain lake to supply the regional population<br />
with clean drinking water remains on the table. But our<br />
neighbours must try to un<strong>der</strong>stand our situation. We have no<br />
oil and gas resources, and in the cold season, which lasts from<br />
six to seven months, the population and industrial and social<br />
facilities lack both electric power and heat. The only way out<br />
of this situation is the construction and operation of hydroelectric<br />
power stations. The Tajik people have a right to a decent<br />
standard of living.<br />
In summary we can say that Tajikistan faces the following major<br />
strategic development issues:<br />
• Ensuring the security of energy supply;<br />
• A way out of the transportation and communication<br />
stalemate;<br />
• Increasing the living standard of the people.<br />
In early August the Russian President invited<br />
your President and his counterparts from Pakistan<br />
and Afghanistan. Whereas Afghanistan and<br />
Pakistan have numerous well-known problems, it<br />
is surprising that your country was invited.<br />

Russischen Fö<strong>der</strong>ation an einem vierseitigen<br />
Treff en <strong>der</strong> Staatsoberhäupter<br />
<strong>Tadschikistan</strong>s, Russlands, Afghanistans<br />
und Pakistans teilgenommen.<br />
Ich möchte Ihnen nochmals ins Gedächtnis<br />
rufen – es war das zweite vierseitige<br />
Treff en <strong>der</strong> Oberhäupter dieser<br />
Staaten. Das erste Treff en fand im Juli<br />
vergangenen Jahres in unserer Hauptstadt,<br />
in Duschanbe, statt.<br />
Die Staatschefs erörterten regionale<br />
Probleme sowie Wege zur Stärkung <strong>der</strong><br />
wirtschaftlichen Zusammenarbeit und<br />
<strong>der</strong> Bekämpfung von Drogengefahr,<br />
Extremismus und Terrorismus. Großes<br />
Augenmerk widmeten die Teilnehmer<br />
des Treff ens <strong>der</strong> Situation in Afghanistan,<br />
<strong>der</strong> Bekämpfung <strong>der</strong> Terrorismusgefahr<br />
und des illegalen Drogenhandels.<br />
In <strong>der</strong> gemeinsamen Erklärung <strong>der</strong><br />
vier Staatsoberhäupter am Schluss des<br />
Gipfeltreff ens wurden Terrorismus und<br />
Drogenhandel als Gefahr für den Frieden<br />
und die Stabilität qualifi ziert.<br />
Die Präsidenten äußerten ihre Bereitschaft,<br />
den Kampf in dieser Richtung<br />
zu verstärken, auch über die OVKS und<br />
SOZ. Ich möchte daran erinnern, dass<br />
im Rahmen <strong>der</strong> OVKS in regelmäßiger<br />
Folge die Aktion „Kanal“ durchgeführt<br />
wird, die den illegalen Drogenhandel<br />
unterbinden soll. <strong>Tadschikistan</strong> und<br />
Russland nehmen als gleichberechtig-<br />
„Drogenhandel ist eine<br />
Gefahr für Frieden und<br />
Stabilität“<br />
te Partner teil, Pakistan und Afghanistan<br />
als Beobachter.<br />
Außerdem haben die Präsidenten Fragen<br />
<strong>der</strong> wirtschaftlichen Unterstützung,<br />
<strong>der</strong> Zusammenarbeit im Bereich<br />
Energiewirtschaft, Verkehrsinfrastruktur<br />
und Abbau von Bodenschätzen erörtert.<br />
Es ging um die Notwendigkeit,<br />
gemeinsame regionale Projekte zu entwickeln<br />
und zu realisieren. Insbeson<strong>der</strong>e<br />
wurde unterstrichen, dass die Vorschläge<br />
<strong>dazu</strong>, wie <strong>der</strong> reguläre Verkehr<br />
durch den Salang-Tunnel wie<strong>der</strong> aufgenommen<br />
werden kann, konkretisiert<br />
werden müssen und die Wasserversorgung<br />
in Afghanistan<br />
unter Berücksichtigung<br />
<strong>der</strong> im Land<br />
bereits vorhandenenWasserkraftwerke<br />
in Gang<br />
zu setzen ist.<br />
That is correct. Our President, Emomali Rahmon, took part in a<br />
four party meeting of the heads of states of Tajikistan, Russia,<br />
Afghanistan and Pakistan held in Sochi in the Russian Fe<strong>der</strong>ation<br />
from 18th to 20th August, 2010.<br />
I would like to mention again that it was the second four party<br />
meeting of this group. The fi rst such meeting took place in July<br />
last year in our capital, Dushanbe.<br />
The heads of state discussed regional problems and ways to<br />
strengthen economic co-operation, the war on drugs, extremism<br />
and suppression of terrorism. The participants focussed<br />
their attention on the situation in Afghanistan, counter-terrorism<br />
and drug traffi cking. In a joint declaration at the end of<br />
the summit meeting the four heads of states<br />
identifi ed terrorism and drug traffi cking<br />
as threats to peace and stability.<br />
The presidents expressed their<br />
readiness to step up their eff orts<br />
in this direction also through<br />
the CSTO and SOC. I would like<br />
to remind you that within the<br />
CSTO the “Channel” campaign<br />
is already helping to stop illegal<br />
drug traffi cking. Tajikistan and<br />
Russia take part as equal partners<br />
whereas Pakistan and Afghanistan<br />
have observer status.<br />
