Es ist allgemein bekannt, dass Regionen<br />
mit instabiler politischer Lage einen<br />
fruchtbaren Boden für Aktivitäten terroristischer<br />
und extremistischer Gruppierungen<br />
bilden. Sie werden fi nanziell und<br />
militärisch aus <strong>der</strong> Herstellung und dem<br />
Schmuggel von Rauschgift versorgt.<br />
So war es völlig gesetzmäßig, dass sich<br />
nach dem Operationsbeginn <strong>der</strong> Internationalen<br />
Antiterror-Koalition in Afghanistan<br />
die Menge an hergestellten<br />
und geschmuggelten Drogen vervielfachte,<br />
was dieses Problem bedeutend<br />
verschärft hat. In <strong>Tadschikistan</strong> wurde<br />
ein System <strong>der</strong> behördenübergreifenden<br />
Zusammenarbeit zur Bekämpfung<br />
<strong>der</strong> grenzüberschreitenden organisierten<br />
Drogenkriminalität installiert, das<br />
eff ektiv funktioniert und dessen Koordinierung<br />
<strong>der</strong> Agentur zur Drogenkontrolle<br />
übertragen wurde. Abgestimmte<br />
Aktionen <strong>der</strong> Strafverfolgungsbehörden<br />
und <strong>der</strong> Grenztruppen <strong>der</strong> <strong>Republik</strong><br />
<strong>Tadschikistan</strong> zeigen spürbare Ergebnisse.<br />
Von Jahr zu Jahr steigt die Menge<br />
<strong>der</strong> beschlagnahmten Drogen aus dem<br />
illegalen Handel, was beweist, dass <strong>Tadschikistan</strong><br />
<strong>der</strong> Drogenexpansion eff ektiv<br />
etwas entgegenzusetzen hat. In den<br />
zehn Jahren ihrer Tätigkeit auf dem Territorium<br />
<strong>Tadschikistan</strong>s wurden 64 Tonnen<br />
Drogen beschlagnahmt, davon 30<br />
Tonnen Heroin. Wäre diese Menge Heroin<br />
an die Konsumenten gelangt, hätten<br />
über 37 Millionen Menschen drogenabhängig<br />
werden können.<br />

uns sagen, wie sich die Beziehungen<br />
zwischen Deutschland<br />
und Ihrem Land entwickeln?<br />
Wo sehen Sie, Herr<br />
<strong>Botschaft</strong>er, Potenziale in <strong>der</strong><br />
Entwicklung zwischen <strong>der</strong> EU,<br />

Ungeachtet dessen, dass unsere Län<strong>der</strong><br />
nicht durch Meere und Flüsse verbunden<br />
sind, entwickelt sich die Zusammenarbeit<br />
zwischen <strong>Tadschikistan</strong><br />
und Deutschland weiter.<br />
Unter dem Dach des „Deutschen Hauses“<br />
sind in <strong>Tadschikistan</strong> die KfW, die<br />
GTZ, <strong>der</strong> Deutsche Entwicklungsdienst<br />
(DED) sowie an<strong>der</strong>e nichtstaatliche<br />
Organisationen, wie zum Beispiel die<br />
Deutsche Hungerhilfe, tätig.<br />
Die Entwicklungszusammenarbeit mit<br />
<strong>Tadschikistan</strong> ist hauptsächlich auf die<br />
Wirtschaft, die Elementarbildung und<br />
das Gesundheitswesens gerichtet. Die<br />
Regierung <strong>Tadschikistan</strong>s hat das Socio<br />
Economic Development Program<br />
erarbeitet, dessen Ziel es ist, den Anteil<br />
<strong>der</strong> Privatwirtschaft am BIP auf<br />
60 Prozent in diesem Jahr zu erhöhen.<br />
Analog zu diesem Programm zielt<br />
die deutsche Entwicklungszusammenarbeit<br />
darauf ab, die für das<br />
Land sehr wichtigen<br />
Kleinst-, Klein- und Mittelgroßen<br />
Unternehmen<br />
(KKMU) zu unterstützen.<br />
Sowohl die GTZ, <strong>der</strong> DED<br />
aals<br />
auch die KfW beteili-<br />
ggen<br />
sich aktiv daran, den<br />
KKKMU<br />
Mikrokredite zu ge-<br />
wwähren<br />

Your bor<strong>der</strong> to Afghanistan is 1,300 km long.<br />
Are you increasingly facing problems owing to<br />
the advance of the Taliban to the Afghan north<br />
through refugees from your neighbour?<br />
Currently there are no problems with Afghan refugees in<br />
Tajikistan.<br />
Experts say that about 20 per cent of the Afghan<br />
drug trade is handled through Tajikistan.<br />
What is your government doing to combat export<br />
of drugs?<br />
As you correctly stated our bor<strong>der</strong> with Afghanistan is 1,300<br />
km long. This is the reason for our country being aff ected by<br />
both drug addiction and drug traffi cking. The combating of<br />
these negative phenomena is gaining momentum.<br />
Geographically Tajikistan is situated on the transit route of<br />
drug transport and has been playing for two decades the role<br />
of a buff er zone on the battle line against this threat to the<br />
mo<strong>der</strong>n world. In addition the illegal drug trade creates benefi<br />
cial conditions for numerous cross-bor<strong>der</strong> crimes and for the<br />
spread of terrorism and extremism both being a great concern<br />
for mankind.<br />
Up until the fi rst half of the 1990ies the drug trade and drug<br />
consumption had not caused major concern in our country.<br />
Since then international criminal groups have made use of the<br />
unstable situation in Tajikistan and the weak protection of the<br />
state bor<strong>der</strong>s and found secret routes for drug traffi cking from<br />
neighbouring Afghanistan.<br />
Being aware of the threat emanating from the spreading of<br />
drugs, Tajikistan has joined the ranks of those engaged in the<br />
struggle against the cross-bor<strong>der</strong> drug trade.<br />
Tajikistan has subscribed to the UN Anti-drug Conventions of<br />
1961, 1971 and 1988 and thus became part of the international<br />
drug control system. In December 1999 we adopted the law<br />
“on controlled substances, psychotropic substances and raw<br />
substances”.<br />
The main objective of our anti-drug programs is to pursue a<br />
state policy that prevents the spreading of controlled substances,<br />
combats the illegal trade, gives therapy to drug addicts and<br />
rehabilitates them while strengthening the basis of the public<br />
authorities‘ work in this direction. It should be mentioned that<br />
the establishment of an anti-drug agency in Tajikistan was the<br />
fi rst program of this kind within the framework of the United<br />
Nations. This program was developed within an extremely<br />
short time and immediately after its adoption Tajikistan began<br />
its implementation.<br />
The fi gures even after just one year clearly show the effi ciency<br />
of the Tajik agency. In 1999 2.57 tonnes of controlled substances<br />
were confi scated from the illegal trade, whereas in 2000 the<br />
seized quantity had increased to over 7 tonnes.<br />
It is generally known that politically unstable regions are fertile<br />
grounds for the activities of terrorist and extremist groups.<br />

Die Bildung spielt für den Privatsektor<br />
in <strong>Tadschikistan</strong> ebenfalls eine wichtige<br />
Rolle. Ist sie doch eine wesentliche<br />
Voraussetzung für wettbewerbsfähige<br />
Produkte, Wirtschaftsreformen, die<br />
Schaff ung von marktwirtschaftlichen<br />
Strukturen und eine positive Entwicklung<br />
<strong>der</strong> Gesellschaft. Die Internationale<br />
Weiterbildung und Entwicklung<br />
gGmbH (InWent) versucht, das Bildungsdefi<br />
zit mithilfe des Programms<br />
„Unterstützung <strong>der</strong> ökonomischen<br />
Reformprozesse durch berufl iche Bildung“<br />
zu überwinden. Dieses Projekt<br />
hilft den lokalen Managern, ihre Bildungseinrichtungen<br />
effi zienter zu führen<br />
und den Bedürfnissen <strong>der</strong> Marktwirtschaft<br />
gerecht zu werden. Die GTZ,<br />
<strong>der</strong> DED, das Centrum für internationale<br />
Migration und Entwicklung (CIM) sowie<br />
das Goethe-Institut för<strong>der</strong>n dieses<br />
Projekt als strategische Partner.<br />
Im April 2010 fanden in Duschanbe die<br />
deutsch-tadschikischen Regierungskonsultationen<br />
statt, in <strong>der</strong>en Verlauf ein<br />
Plan für die Zusammenarbeit <strong>der</strong> beiden<br />
Staaten bis zum Jahr 2012 vorbereitet<br />
wurde. Noch im Oktober soll das Dokument<br />
in Bonn unterzeichnet werden.<br />
Deutschland unterstützt <strong>Tadschikistan</strong><br />
bei <strong>der</strong> Umsetzung <strong>der</strong> Nationalen<br />
Entwicklungsstrategie. Hier wird<br />
das Hauptgewicht auf ein nachhaltiges<br />
Wirtschaftswachstum und die Entwicklung<br />
des Human Capitals gelegt. Priorität<br />
besitzen in diesem Zusammenhang<br />
Projekte zur Entwicklung von Dörfern,<br />
dies in Anbetracht <strong>der</strong> Tatsache, dass<br />
über 70 Prozent unserer Einwohner auf<br />
dem Land leben. Mit diesem Ziel ist die<br />
KfW Mitbegrün<strong>der</strong> <strong>der</strong> ersten Bank <strong>Tadschikistan</strong>s<br />
zur Vergabe von Mikrokrediten<br />
geworden und beteiligt sich jetzt<br />
an einem weiteren Kreditinstitut, <strong>der</strong><br />
ABT (Access Bank Tajikistan), die bereits<br />
im April dieses Jahres ihre Arbeit<br />
in Duschanbe aufgenommen hat.<br />
Während <strong>der</strong> 7-jährigen Arbeit <strong>der</strong> Regierungskommission<br />
hat Deutschland<br />
<strong>Tadschikistan</strong> mit 120 Millionen Euro unterstützt.<br />
Die Unterstützung Berlins richtet<br />
sich vor allem auf die För<strong>der</strong>ung des<br />
Privatsektors und die Mitwirkung an sozialen<br />
Programmen. Lei<strong>der</strong> muss festgestellt<br />
werden, dass die Län<strong>der</strong> Zentralasiens,<br />
darunter auch <strong>Tadschikistan</strong>, einzeln<br />
für die deutschen Investoren nicht interessant<br />
genug sind. In Deutschland war-<br />
ten große regionale Projekte unter Mitwirkung<br />
einiger Staaten. Eine ganze Reihe<br />
von Problemen, insbeson<strong>der</strong>e Grenz-<br />
und Visafragen, steht <strong>der</strong> Gewinnung<br />
deutscher Investoren im Weg.<br />
Deutschland hat seine Absicht bekundet,<br />
5 Millionen Euro als För<strong>der</strong>mittel<br />
zur Versorgung des Rayons Murgab in<br />
<strong>Tadschikistan</strong>, nahe <strong>der</strong> tadschikischchinesischen<br />
Grenze, mit Elektroenergie<br />
zur Verfügung zu stellen. Die deutsche<br />
Seite hat noch nicht entschieden,<br />
ob das Geld in den Bau eines neuen<br />
Wasserkraftwerks investiert o<strong>der</strong> das<br />
bestehende Kraftwerk wie<strong>der</strong> in Gang<br />
gesetzt werden soll. Die KfW hat 25 Millionen<br />
Euro zur Sanierung des Nurek-<br />
Wasserkraftwerks bereitgestellt.<br />
Auf <strong>der</strong> bevorstehenden Tagung <strong>der</strong> Regierungskommission<br />
im Oktober wollen<br />
wir mit Deutschland über eine Aufstockung<br />
<strong>der</strong> Finanzhilfen für das Gesundheitswesen<br />
reden. Es war die Bundesrepublik,<br />
die als erste im Jahr 2004<br />
Computertomografen nach <strong>Tadschikistan</strong><br />
brachte. Im Anschluss daran hat sie<br />
17,6 Millionen Euro zur Sanierung von<br />
zehn Entbindungskliniken und Polikliniken<br />
im Gebiet Chatlon bereitgestellt.<br />
Wir sind noch nicht zufrieden mit <strong>der</strong> Dynamik<br />
des Warenverkehrs zwischen unseren<br />
Län<strong>der</strong>n. In den vergangenen sieben<br />
Jahren haben sich die Kennziff ern<br />
des gemeinsamen Handels zwar verdoppelt,<br />
sind jedoch nach wie vor niedrig<br />
– insgesamt 30 Millionen Euro im<br />
vergangenen Jahr. Dies ist nur ein Bruchteil<br />
des Handelsvolumens zwischen<br />
<strong>Tadschikistan</strong> und Russland und fünf<br />
Prozent des Umfangs <strong>der</strong> tadschikisch-<br />
chinesischen Handelszusammenarbeit.<br />
Both fi nancially and militarily their supplies are <strong>der</strong>ived from<br />
the production and smuggling of narcotics. So it was quite natural<br />
that the amount of produced and smuggled drugs multiplied<br />
after the beginning of operations by the international<br />
anti-terror coalition in Afghanistan, which made the situation<br />
much worse. Tajikistan established a system of multi-agency<br />
co-operation to combat organized cross-bor<strong>der</strong> drug-related<br />
crime that works effi ciently and is co-ordinated by the drug<br />
control agency. Concerted actions by law enforcement agencies<br />
and the bor<strong>der</strong> police of the Republic of Tajikistan have<br />
begun to show results. Year on year the quantity of confi scated<br />
drugs from the illegal trade has risen proving that Tajikistan is<br />
able to counter it eff ectively. During the ten years of its existence<br />
on the territory of Tajikistan 64 tonnes of drugs have been<br />
confi scated, 30 tonnes of which was heroin. If this quantity of<br />
heroin had reached the streets over 37 million consumers could<br />
have become addicted.<br />
According to international experts the wholesale price for this<br />
quantity of heroin confi scated by Tajikistan would be worth<br />
over 1bn US-Dollars on the black market in Western Europe.<br />
Your Excellency, as a Central Asian country<br />
that is land-locked and has no access to rivers can<br />
you tell us something about the relations between<br />
your country and Germany? Where do you see potential<br />
areas of development between the EU and<br />
Germany in particular and your country?<br />
Irrespective of the fact that our countries are not connected by<br />
either oceans or rivers, co-operation between our two countries<br />
is making progress.<br />
Un<strong>der</strong> the auspices of “Deutsches Hauses” [German House]<br />
various organizations, such as the KfW, GTZ, the German<br />
Development Service (DED) and other non-governmental organizations<br />
such as Deutsche Hungerhilfe are now active in<br />
Tajikistan.<br />
The development of co-operation with Tajikistan is mainly<br />
focussed on the economy, elementary education and health<br />
care. The Tajik government has developed the Socio-Economic<br />
Development Program with the aim of increasing the share of<br />
private business in the GDP to 60 per cent in 2010.<br />
