1.1 LIMITATIONS OF THE ANALYSIS<br />
For the assignment which follows, <strong>Sierra</strong> <strong>Planning</strong> <strong>and</strong> <strong>Management</strong> relied on a range <strong>of</strong> information<br />
sources, including secondary source data prepared by the <strong>Town</strong> <strong>of</strong> <strong>Milton</strong>, reports, plans <strong>and</strong><br />
information provided by the <strong>Town</strong> <strong>of</strong> <strong>Milton</strong> <strong>and</strong> TO2015, data from Statistics Canada, the Canadian<br />
Cycling Association, the Ontario Cycling Association, the Union Cycliste Internationale (UCI) <strong>and</strong> others.<br />
While <strong>Sierra</strong> has attempted to verify all secondary data, we make no representation as to the accuracy or<br />
completeness <strong>of</strong> the information received.<br />
The content <strong>of</strong> this report is based therefore on the consultant team’s knowledge <strong>of</strong> the project,<br />
information available <strong>and</strong> mitigating circumstances at the time <strong>of</strong> writing. Any use <strong>of</strong> this report by a<br />
third party is entirely at its own risk.<br />
1.2 PROJECT DESCRIPTION<br />
The business plan which follows speaks to the economic viability <strong>of</strong> a permanent velodrome facility, <strong>and</strong><br />
the following assumptions about the velodrome specifications include:<br />
� An international st<strong>and</strong>ard (UCI) 250 metre indoor cycling track;<br />
� Games spectator permanent seating for 1,500 people <strong>and</strong> temporary seating for 750 people;<br />
� Year round use;<br />
� An infield space for non-cycling sports, jogging track <strong>and</strong> ancillary facilities including<br />
programmable recreation <strong>and</strong> classroom space, as well as tenant leasehold space; <strong>and</strong>,<br />
� A quality <strong>and</strong> level <strong>of</strong> fit up <strong>and</strong> overall building amenity that ensure the homologation <strong>of</strong> the<br />
facility as at least a Category II facility <strong>and</strong> a preferred Category I status. In order to achieve<br />
Category I status, we underst<strong>and</strong> that matters pertaining to the presence <strong>of</strong> columns supporting<br />
the ro<strong>of</strong> (<strong>and</strong> the ideal design which excluded columns) <strong>and</strong> the maximum seat count are being<br />
addressed by TO-2015. The timing for reporting on these items is beyond the reporting<br />
timeframe <strong>of</strong> this report.<br />
