6 CAPITAL COST ANALYSIS<br />

6.1 EXISTING CAPITAL FUNDING FORMULA<br />

TO2015 requires the <strong>Velodrome</strong> host community to provide the local share <strong>of</strong> project costs, which amounts<br />

to a financial contribution equal to 44% <strong>of</strong> capital costs in addition to 100% <strong>of</strong> the l<strong>and</strong> <strong>and</strong> site servicing<br />

costs. The <strong>Town</strong> <strong>of</strong> <strong>Milton</strong> has committed to the local share <strong>of</strong> $19.8 million (which includes 44% <strong>of</strong> a $40<br />

building cost plus $2.2 million for site servicing <strong>and</strong> parking costs). The exhibit below outlines <strong>Milton</strong>’s<br />

capital funding plan for the velodrome project. It is not known yet whether a building cost <strong>of</strong> $40 million<br />

can deliver all <strong>of</strong> the range <strong>of</strong> functional program requirements that may be necessary.<br />

The Mattamy Group will enter in a sponsorship<br />

agreement with the <strong>Town</strong> for exclusive naming rights <strong>of</strong><br />

the velodrome<br />

Wilfrid Laurier University has expressed support for the<br />

velodrome, however, the establishment <strong>of</strong> a Laurier<br />

<strong>Milton</strong> campus has not yet been confirmed by the<br />

Province. The <strong>Town</strong> <strong>of</strong> <strong>Milton</strong> is developing an<br />

alternative plan.<br />

Fundraising campaign led by Tim Hockey, President &<br />

CEO <strong>of</strong> TD Canada Trust, <strong>and</strong> Peter Gilgan, President &<br />

CEO <strong>of</strong> Mattamy Homes.<br />

In-kind funding from local product suppliers for<br />

materials needed within project construction.<br />

6.2 VALUE FOR MONEY IN REALLOCATING CAPITAL BUDGET TO VELODROME<br />

Overall capital costs are currently under review. With respect to the <strong>Town</strong>’s estimated funding <strong>of</strong> a<br />

maximum <strong>of</strong> around $3.8 million, this is based upon the <strong>Town</strong>’s budget allocation in its capital forecast to<br />

deliver community based facilities (gymnasium space).<br />

The $3.8 million is growth related <strong>and</strong> supportable through the <strong>Town</strong>’s Development Charge by-law. The<br />

$3.8 million is derived as follows:<br />

� $2,730,000 for 13,000 square feet (1,207 m 2 ) that includes the gym playing floor, two dressing<br />

rooms, storage, maintenance closet <strong>and</strong> bleacher seating for 150;<br />
