5.3 MANAGEMENT OF THE VELODROME<br />

The velodrome is anticipated to be managed by a non-pr<strong>of</strong>it corporation with the asset owned by the <strong>Town</strong><br />

<strong>of</strong> <strong>Milton</strong>. The following principles <strong>of</strong> management recruitment <strong>and</strong> operation are important to the success<br />

<strong>of</strong> the facility in operational terms:<br />

1. Recruit management staff with prior experience in operating <strong>Velodrome</strong> – this may include a<br />

flexible contract provision <strong>and</strong> expenses involved in relocation <strong>of</strong> the successful individual;<br />

2. Recruitment <strong>of</strong> track managers with high level <strong>of</strong> prior experience in working with national cycling<br />

bodies <strong>and</strong> the accommodation <strong>of</strong> elite training <strong>and</strong> competition needs;<br />

3. Be willing to operate the facility as a National Cycling Centre <strong>and</strong> not a generic multi-use facility<br />

whereby track <strong>and</strong> infield are given equal weight <strong>and</strong> management expertise is limited in the<br />

development <strong>of</strong> the core function <strong>of</strong> the building;<br />

4. The governance structure for the facility should similarly consider a range <strong>of</strong> options. In some<br />

examples, such as Manchester, the facility is owned by the City <strong>of</strong> Manchester with ultimate<br />

liability for the built asset <strong>and</strong> its operational performance. Governance is provided by a Board <strong>of</strong><br />

Directors with membership made up <strong>of</strong> the City Council, Sport Engl<strong>and</strong> <strong>and</strong> British Cycling. The<br />

ownership structure is in the form <strong>of</strong> a separate company listed with Companies House in London.<br />

The equivalent structure would be an incorporated entity in Ontario with assets owned by the<br />

<strong>Town</strong>. Day to day management is undertaken by the staff <strong>of</strong> the company.<br />

5. Irrespective <strong>of</strong> the model, the nature <strong>of</strong> the building <strong>and</strong> its importance to the development <strong>of</strong><br />

cycling in Canada suggests an important role for the national cycling organization.<br />

6. The importance <strong>of</strong> the achievement <strong>of</strong> an effective management organization <strong>and</strong> governance<br />

structure cannot be overstated in terms <strong>of</strong> its impact on the ability <strong>of</strong> the facility to maximise<br />

revenues, achieve its potential for international event hosting, <strong>and</strong> satisfy the needs <strong>of</strong> local users.<br />
