4 FACILITY OPTIONS IN LEGACY MODE<br />

This section outlines the legacy program which is achievable for the facility when operating under<br />

normal conditions (i.e. likely from Year 2 onwards).<br />

Based on a number <strong>of</strong> measures, there is evident dem<strong>and</strong> <strong>and</strong> capacity to program an indoor velodrome<br />

facility located in the <strong>Town</strong> <strong>of</strong> <strong>Milton</strong>:<br />

� The gap in the provision <strong>of</strong> UCI International st<strong>and</strong>ard 250 metre velodrome facilities in North<br />

America;<br />

� The existence <strong>of</strong> a Canadian infrastructure for elite <strong>and</strong> advanced training <strong>of</strong> athletes in the<br />

cycling disciplines;<br />

� A well-defined provincial <strong>and</strong> regional draw from cycling groups;<br />

� Likely dem<strong>and</strong> from parts <strong>of</strong> the US; <strong>and</strong><br />

� Potential dem<strong>and</strong> for use <strong>of</strong> the in-field/ancillary space for community <strong>and</strong> Region wide<br />

recreational program, events <strong>and</strong> rentals.<br />

4.1 PRINCIPLES OF LEGACY<br />

The business case is predicated on two important principles <strong>of</strong> legacy:<br />

1. The <strong>Velodrome</strong> operates as the Canadian National Cycling Centre, with a core m<strong>and</strong>ate to<br />

promote competitive success <strong>of</strong> Canadian athletes, development <strong>and</strong> training, <strong>and</strong> hosting <strong>of</strong><br />

international events; <strong>and</strong><br />

2. Operating as a community cycling facility – with a m<strong>and</strong>ate to meet a range <strong>of</strong> expectations from<br />

cycling groups in the community, as well as users <strong>of</strong> the in-field for non-track sports <strong>and</strong><br />

community/corporate events. As a community legacy facility, the venue will be expected to<br />

<strong>of</strong>fer facilities <strong>and</strong> programs which speak directly to <strong>Town</strong> policies in regard to the promotion <strong>of</strong><br />

health <strong>and</strong> wellness, sport, recreation <strong>and</strong> leisure.<br />

4.1.1 LEGACY AS A VELODROME WITH MAXIMUM EVENT POTENTIAL<br />

In order for the <strong>Velodrome</strong> to attract international events on a sustainable basis, the design <strong>of</strong> the<br />

facility becomes a critical factor. Achieving the necessary design improvements, <strong>and</strong> underst<strong>and</strong>ing the<br />

capital cost implications <strong>of</strong> these is a process that is currently in progress prior to the closing <strong>of</strong> the RFP<br />

process for the development <strong>of</strong> the venue.<br />

Critical elements <strong>of</strong> the design, in addition to a track which meets UCI Category I status <strong>and</strong> which can<br />

facilitate World Records, include:<br />

1. Elimination <strong>of</strong> interior structural columns in favour <strong>of</strong> a clear span design;<br />
