the range <strong>of</strong> assumptions regarding its design, scale, <strong>and</strong> operations. Should any <strong>of</strong> the key assumptions<br />
which underlie the analysis change, the economic impacts can be expected to vary. Importantly, the<br />
analysis <strong>of</strong> impact assumes that the macro-economic environment remains stable <strong>and</strong> that normal business<br />
cycles are assumed to occur.<br />
9.2 ECONOMIC IMPACTS OF VELODROME CONSTRUCTION<br />
The <strong>Velodrome</strong> will be a new facility for <strong>Milton</strong>. There will be one-time economic spin-<strong>of</strong>fs from<br />
construction relative to the scale <strong>of</strong> the capital project, <strong>and</strong> to the extent to which labour <strong>and</strong> materials are<br />
sourced locally.<br />
For purposes <strong>of</strong> illustrating the potential economic impacts from construction <strong>of</strong> a velodrome in <strong>Milton</strong>, the<br />
analysis assumes the development <strong>of</strong> a 1,500 permanent seat facility (2,250 seat capacity in total)<br />
