2.2 COMMUNITY NEEDS OVERVIEW RELEVANT TO THE SPACE UTILIZATION IN THE VELODROME<br />

The <strong>Velodrome</strong> would represent an iconic facility, catering to <strong>and</strong> developing existing interest in the<br />

sport <strong>of</strong> cycling, <strong>and</strong> building the potential for international competitiveness for Canadian cycling. It is<br />

also a cycling event centre catering to events ranging from regional meets to international<br />

championships.<br />

However, the facility is also multi-use, <strong>and</strong> the presence <strong>of</strong> an in-field gymnasium as well as the potential<br />

for community level fitness <strong>and</strong> other programming space, would represent an addition to the inventory<br />

<strong>of</strong> community facilities. In planning for future needs, the <strong>Town</strong> <strong>of</strong> <strong>Milton</strong> Community Services Master<br />

Plan identifies the following <strong>of</strong> relevance 11 .<br />

The <strong>Town</strong>’s Community Service Plan identifies a number <strong>of</strong> uses which are potentially viable additions to<br />

the <strong>Velodrome</strong> if sufficient space exists to accommodate the primary use <strong>of</strong> the facility, the secondary<br />

use being the infield <strong>and</strong> other recreational <strong>and</strong> community space within the building. The following lists<br />

potential needs <strong>and</strong> an approach to delivery, as identified in the Plan <strong>and</strong> which remains as <strong>Town</strong> policy<br />

as <strong>of</strong> 2012.<br />

At present, the <strong>Town</strong> has gymnasiums at the <strong>Milton</strong> Leisure Centre <strong>and</strong> <strong>Milton</strong> Sports Centre <strong>and</strong> access<br />

to school gymnasiums through reciprocal agreements. The addition <strong>of</strong> additional growth-related<br />

gymnasium space is accounted for as planned capital in the current Development Charge. The<br />

<strong>Velodrome</strong> <strong>of</strong>fers the potential to develop a greater amount <strong>of</strong> gymnasium space in the infield <strong>of</strong> the<br />

track than could likely be developed under current plans in a separate community facility.<br />

11 The <strong>Town</strong> <strong>of</strong> <strong>Milton</strong>’s Community Services Master Plan (2008) was designed to facilitate safe, healthy communities <strong>and</strong> a vibrant<br />

cultural economy via the promotion <strong>of</strong> lifelong learning, active <strong>and</strong> healthy lifestyles through well-planned recreational spaces <strong>and</strong><br />

services. The Community Services Master Plan <strong>of</strong>fers a community vision for parks, facilities, recreation, <strong>and</strong> culture in the<br />

municipality –to 2016.<br />
