Awarding Body LCP State of California Requirements as of January 21, 2009 Procedures Manual _________________________________________________________________________________________________ CONTACT INFORMATION San Francisco Unified School District (SFUSD) received approval for their Labor Compliance Program (LCP) on March 28, 2003. It is currently recognized as an Awarding Body LCP with extended authority per Title 8, California Code of Regulations Section 16427 that monitors Public Works projects over $15,000 in value. Joseph C. Grazioli Chief Financial Officer Mr. Grazioli, as Chief Financial Officer, is responsible for the daily activities in the areas of financial, managerial, and regulatory services, including the Office of Contract Compliance which initiated the Awarding Body Labor Compliance Program in March 28, 2003. Mr. Grazioli has been responsible for the Labor Compliance Program since his arrival at San Francisco Unified School District (SFUSD) in December 2004. Mr. Grazioli communicates frequently with the Chief of Facilities as well as the General Counsel in charge of the District’s Legal Department to ensure contractors are in compliance with all regulatory requirements that are stipulated in SFUSD public work contracts. Awarding Body LCP State of California Requirements as of January 21, 2009 Procedures Manual _________________________________________________________________________________________________ Mr. Grazioli worked as a consultant for the San Francisco Performing Arts Library & Museum, and the Business Integration Group, after he retired from the real estate firm Cushman & Wakefield as Managing Director in Operations, Finance, Administration, and Building Accounting from 1973 through 2003. Mr. Grazioli holds both a Bachelors and Masters degrees in Business Administration from Golden Gate University. David L. Goldin Chief Facilities Officer Mr. Goldin, as Chief Facilities Officer, oversees ten operating departments and a staff of over 850 persons, including contract administrators, compliance professionals, and project managers involved in the capital facilities improvement programs, custodial, maintenance, transportation, environmental health, emergency planning and real estate departments. Currently and under his direction, SFUSD is midway through an $850+ million dollar school modernization program at over 90 San Francisco school sites. Mr. Goldin is a prevailing wage advocate and communicates frequently with the Labor Compliance Program about oversight and enforcement activities being implemented in his department. Mr. Goldin is twice a graduate of the University of California at Berkeley, a registered Architect and a licensed General Contractor. Prior to moving to the public sector Mr. Goldin practiced architecture in Berkeley with his firm, which specialized in public and private educational facilities. Legal Department Maribel Medina General Counsel Maribel Medina assumed the position of General Counsel to the District in July, 2008. Ms. Medina has an undergraduate degree and a Juris Doctor from the University of California, Berkeley, and a Master of Public Administration from Harvard University. Prior to joining the District, she served as Special Counsel to the Los Angeles School District’s Board of Education from June 2005 through July 2008, serving as lead legal advisor to the LAUSD Board on issues ranging from education, real estate, environmental, construction, labor and budgeting. Ms. Medina is currently the President of the Mexican-American Bar Association, President of the Statewide La Raza Lawyers Association and serves as General Counsel to the Hispanic National Bar Association. ______________________________________________________________________________________________ SFUSD - iv - Preface
