There is nothing so remarkable in <strong>the</strong> political <strong>history</strong> <strong>of</strong> <strong>an</strong>y oounti-y<br />

as <strong>the</strong> succession <strong>of</strong> <strong>the</strong> Highl<strong><strong>an</strong>d</strong> chiefs, <strong><strong>an</strong>d</strong> <strong>the</strong> long <strong><strong>an</strong>d</strong> uninterrupted<br />

sway which <strong>the</strong>y held over <strong>the</strong>ir followers. The authority which a<br />

chief exercised among his cl<strong>an</strong> was truly paternal, <strong><strong>an</strong>d</strong> he might, <strong>with</strong><br />

great justice, have been called <strong>the</strong> fa<strong>the</strong>r <strong>of</strong> his people. We c<strong>an</strong>not ac-<br />

count for that warm attachment <strong><strong>an</strong>d</strong> <strong>the</strong> incorruptible <strong><strong>an</strong>d</strong> unshaken<br />

fidelity which <strong>the</strong> <strong>cl<strong>an</strong>s</strong> uniformly displayed towards <strong>the</strong>ir cliiefs, on <strong>an</strong>y<br />

o<strong>the</strong>r ground, th<strong>an</strong> <strong>the</strong> kind <strong><strong>an</strong>d</strong> conciliatory system which tliey must<br />

have adopted towards <strong>the</strong>ir people; lor, much as <strong>the</strong> feelings <strong>of</strong> <strong>the</strong> latter<br />

might have been awakened, by <strong>the</strong> songs <strong><strong>an</strong>d</strong> traditions <strong>of</strong> tlie bards, to<br />

a respect for <strong>the</strong> successors <strong>of</strong> <strong>the</strong> heroes whose praises <strong>the</strong>y heard cele-<br />

brated, a sense <strong>of</strong> wrongs committed, or <strong>of</strong> oppressions exercised, would<br />

liave obliterated every feeling <strong>of</strong> attachment in <strong>the</strong> minds <strong>of</strong> <strong>the</strong> sufferers,<br />

<strong><strong>an</strong>d</strong> caused <strong>the</strong>m to attempt to get rid <strong>of</strong> a tyr<strong>an</strong>t who had rendered<br />

The division <strong>of</strong> <strong>the</strong> people into small tribes, <strong><strong>an</strong>d</strong> <strong>the</strong> establishment ol<br />

patriarchal government, were attended <strong>with</strong> m<strong>an</strong>y import<strong>an</strong>t consequences<br />

affecting <strong>the</strong> character <strong>of</strong> <strong>the</strong> Highl<strong><strong>an</strong>d</strong>ers. This creation <strong>of</strong> <strong>an</strong> imperium<br />

in imperio was <strong>an</strong> <strong>an</strong>omalj', but it was, never<strong>the</strong>less, rendered necessary<br />

fi-om <strong>the</strong> state <strong>of</strong> society in <strong>the</strong> <strong>Highl<strong><strong>an</strong>d</strong>s</strong> shortly after <strong>the</strong> tr<strong>an</strong>sference<br />
