In thc ?&??for- mancc of this mission the following divisions of tho Office of %he Chiof qmrtcrmastor wore principally cooccrnod: a. Subsintonco Division. b. Frocurcmont Division. c, Storage and Distribution DivJsion. Tho rrocuremant and storam and Distribution Division8 were concerned with all classcs of suivlios. Tho rosponsibilitics of thc Subsistence Division were confined to Class I Supplizs. 119. Mctions.1 a. The Subsietqnce Division was charped with the following primary funotions: (1) To secure by roquisltion all Cl4SS I SUppliOS frm the United qtatos, from the British, and fron othsr souroos through tho Trocuremcint Division. (2) To maintain balanoed stocks of Class I supplios in dopots in accordmob with proscribed levels, and to rocommcnd to tho Storago and Distribution nivi9ion tho distribution of Glass I sup?liCs to aooomplish this purpose, (3) To suprvise and assist in the efficient uso of Class I supplios, including pro- paration of monus and tho formulation of m098 policies. of the supplies to the depots, and formulating plans for the receipt, storage and issue of the supplies. 120.. Rrocurment. a, Class I supplies were obtdined from the Zone of Interior by requisftion and presrranged schedules of shipments. These were nugzented by exploitation of local re8ources in Allied and neutral countries, as well as frac; cnptured supplios. The nnxinu procurement in the United Kingdm, from late 19$2 until D-Day, amounted to npproxiiwtely 30 pewent of requirenonts for the United Stetes Foroes. This proourelrent wns based principally on the ni?,l ration for consmption in England and mounted to 38 staple items and 24 perishable Items. Procurelcent in the United vingdom fcr Shipm6nt to the continent after the invask was based on 10 staple items and fiV6 perishnble item.4 b. Procurmnt in France and Belgiwl WES limited prinoipally to fresh potatoes, VegetQbl6s and fruits. Food processing and mnufacturing servioes were also ob- tained in these countries for the production of items such as yef.st and Spaghettj pcm raw mteriels furnished by the United fitotes hrw. Other noutral or occupi d oountries furnished oertnln items cf food as follows: 3 (1) Spain and Canary Islands - tomatoes, onions, banenes, dried fruits, and fresh citrus fruits. (2) Denmark - butter, eggs, and carcass pork, (3) Portugal - sardinos in brine, green coffee, cocoa beans, and dried figs. (4) Holland - potatoetl and onions, (51 Norway - frozen cod fillets. c. Lend-Lease waa employed in all the transactions in tho UnitEd Kingdom, France, Belgiucl, and Luxumbourg until the termination of Lend-Lesse, September 1945. The United Stetca Commerciol Corporation, operating from the Rtcte Department, dispatched special purchasing niseions to the neutral countries of Spain, P6rtxt$cil and'tho Canary Islands, cnd tho liberated countries of Eollgd, Denmark and PTorway, to buy subsistence ond Oth6r commodities with C ~ Qdirect purpose of keeping those supplios from lalling into enow hsnds, end at the same time to supplsmcnt the fTA" rations of the Unitsd States troops. Liai3on was maintained by the Procurement Division Offjce of the Chief Quertermastm, Rmop(~nn Theater, with the General Purchas- ing Agents of the United States Gommwcicl Corporatlon, in tho various countries.3 d.
