GGLDC - Western New York Science, Technology and Advanced Manufacturing Park Capital<br />

GGLDC has identified a market need to develop a much larger park than those<br />
mentioned above. Such a mega site, of at least 1,000 acres, would seek to attract a<br />
large-scale advanced manufacturing project. The Grantee has identified such a site in<br />
the Town of Alabama, and has undertaken preliminary multi-faceted studies to<br />
determine the feasibility of such a development. GGLDC realizes that, given the massive<br />
infrastructure and other demands and issues associated with such a site, there are very<br />
few such feasible projects in New York State (“NYS”) or even in the U.S. An example of<br />
such a mega site is the Luther Forest project in the Capital Region, a multi-year effort<br />
that required a very significant infrastructure build-out and attracted chip-maker AMD,<br />
which is locating its new affiliate Global Foundries at the site. STAMP is the second such<br />
mega site in NYS.<br />
Ownership – GGLDC was formed in 2004 to undertake GCEDC’s real estate development<br />
and has similar officers and board as GCEDC. GGLDC currently owns 50 acres and has<br />
options on an additional 1,100 acres for the STAMP project.<br />

ESD Involvement – A $2 million appropriation was included in the Fiscal Year 2011-2012<br />
New York State budget.<br />
Competition – Companies often conduct national site competitions for sites like the<br />
STAMP project. To be competitive, the site must be shovel ready.<br />
Past ESD Support - In September 2009, ESD approved a $1 million Senate-sponsored<br />
grant for an earlier phase of STAMP, for feasibility studies, and for environmental and<br />
community outreach, of which $900,000 has been disbursed to date. From 2002 to<br />
2007, ESD approved five Build Now NY loans and grants totaling $497,200 for soft costs<br />
related to pre-permitting associated with other high-tech parks being developed. All of<br />
these projects were successfully completed and the funds were disbursed.<br />
The Project:<br />
Completion – December 2012 (Phase III)<br />
Activity – This is Phase III, implementation. It is expected that there will be one major<br />
company locating at the park. In preparation, the building layout and infrastructure,<br />
such as water, electric and roadways, need to be designed and constructed. Grantee<br />
plans to purchase approximately 100 acres at the STAMP site that it has under option.<br />
