The New York State Urban Development Corporation, doing business as Empire State<br />
Development (“ESD”), as an involved agency in the environmental review conducted pursuant<br />
to the State Environmental Quality Review Act (“SEQRA”), Article 8 of the Environmental<br />
Conservation Law, and its implementing regulations (6 NYCRR Part 617), makes the following<br />
Findings based on the Final Generic Environmental Impact Statement (“FGEIS”) dated<br />
January 19, 2012 prepared by the lead agency, the Genesee County Economic Development<br />
Center (“GCEDC”), in connection with the proposed Western New York Science and Technology<br />
Advanced Manufacturing Park (“STAMP” or the “Project”) in the Town of Alabama, Genesee<br />
County, New York.<br />
Name of Action: Western New York Science &Technology Advanced Manufacturing Park<br />
Description of Action and Location:<br />
STAMP is proposed to be located on 1,243.40 acres of land in the Town of Alabama, County of<br />
Genesee, State of New York. The Project site is located along New York State Highway 77/63,<br />
approximately five miles north of the I-90/New York State Thruway in the Town of Alabama<br />
(the “Project Site”). The Project Site is bounded by Judge Road on the south; Lewiston Road on<br />
the north; NYS Highway 77/63 on the east; and Tonawanda Seneca Nation property on the<br />
west.<br />
ESD’s action involves the approval of funding to be used for a portion of the cost of land<br />
acquisition, design, engineering, infrastructure construction, and other soft costs to prepare<br />
and market the proposed STAMP Project.<br />
The Project Site is characterized by rural, agricultural land uses, predominant in the Town of<br />
Alabama. The Project Site borders the Hamlet of Alabama at its northeast corner. The Project<br />
Site is visually flat to gently rolling, and contains a variety of uplands and wetlands; the highest<br />
