technology manufacturing facilities themselves provide training to local responders so that sitespecific<br />

and chemical-specific knowledge is conveyed to the responders. Depending on the<br />

specific needs of the actual facilities located in the Project, it is possible that additional<br />

resources and/or training may be required.<br />

Approximately 54,000 tons per year of solid waste and 3,000 tons per year of hazardous waste<br />

are estimated at the peak generation during full build-out of the Project. This amount of solid<br />

waste can be readily managed by the existing private contractors operating in the region<br />

without the specific need for any additional waste management facilities.<br />

Potential impacts to educational facilities are both direct and indirect. Direct impacts occur<br />

during construction and operations. However, due to the absence of school buildings in the<br />

Project study area and the remote location of the Oakfield-Alabama Central School District<br />

building to the Project Site, no adverse impacts are expected on any educational facilities<br />

during construction or operation. With regard to indirect impacts, educational facilities in the<br />

area are expected to benefit financially from the development of the Project. As noted in the<br />

Economic Impact Analysis provided in the DGEIS, increase in enrollments related to STAMP will<br />

be more than offset by potential increased tax revenues.<br />

With respect to court services, the activities at the Project Site will be largely manufacturingrelated<br />

subject to strict compliance with local, state and federal requirements. As a result,<br />

there will not be zoning related matters that may arise before the local court.<br />

Minimization and Mitigation Measures<br />

With respect to the potential impacts to the existing educational facilities, the Project may have<br />

a significant benefit to the educational facilities existing in the community as a result of the<br />

potential increased tax revenues generated by the Project. Furthermore, new advances in high<br />

tech manufacturing companies locating at STAMP will likely strengthen science, math and<br />

technology programs in the schools serving the community.<br />

Depending on the specific needs of actual facilities that may locate at the Project Site, it is<br />

possible that additional fire and ambulatory resources and/or training may be required. In<br />

order to prepare for that possibility, a preliminary study to determine the existing baseline<br />

levels of emergency services currently provided by the Town of Alabama Fire Department, the<br />

Genesee County Emergency Services, and the Genesee County Sheriff’s Department shall be<br />

completed. In addition, a facility-specific emergency services impact study shall be prepared<br />

for each actual technology manufacturing facility to be located at the Project Site and<br />

submitted to an informal committee composed of local and county emergency response<br />

representatives to review and provide input on such studies. Each study will identify mitigation<br />

measures that may be required for the following factors:<br />

Potential for increase in police calls<br />

Potential for increase in court services<br />

Potential for increase in EMS calls<br />
