be located at the Project Site shall comply at all times with applicable USEPA, OSHA and<br />

National Institute for Occupational Safety and Health (NIOSH) requirements.<br />

Findings<br />

As a result of the substantial self-policing efforts of the technology manufacturing industry, and<br />

with the mandated compliance with all applicable local, federal and state regulatory programs<br />

as described above, any potential environmental and health and safety impacts will be avoided<br />

and/or minimized to the maximum extent practicable. Thus, potential impacts will be<br />

minimized and/or avoided to the maximum extent practicable by incorporating, as mitigation<br />

measures, compliance with the regulatory requirements identified herein.<br />

Discussion of Potential Impacts<br />

GCEDC conducted a Traffic Impact Study to review and analyze the potential impacts to existing<br />

traffic conditions from Phase 1, 70% of full build-out, and full build-out developments of the<br />

Project. The Project shall be constructed in phases over a 20-year planning horizon, with<br />

threshold analyses for Phase 1 (1,000,000 square-feet of floor space) and 70% of full build-out<br />

of the Project Site’s trip generation, so that additional evaluations can facilitate the phasing of<br />

transportation improvements.<br />

The Project Site is bounded by three (3) roads, with New York Route 77 to the north; New York<br />

Route 77/63 Overlap to the east; and Judge Road to the south. A fourth road, Crosby Road,<br />

extends north/south through the Project Site. The following study intersections were reviewed<br />

and analyzed in the Traffic Impact Study:<br />
