Size: STREDC has a board consisting of 13 members representing each county<br />
in the Southern Tier. In 2011, STREDC closed four local business loans<br />
totaling $180,000 to assist regional businesses with working capital. In<br />
2012 to date, the organization has two small business loans that are<br />
expected to close shortly, totaling $143,000.<br />
Market: Business assistance is provided throughout the Southern Tier Region.<br />
ESD Involvement: As a result of the Governor’s Regional Economic Development Council<br />
Initiative, STREDC was awarded $2,500,000 through the Consolidated<br />
Funding Application (“CFA”) process to fund a regionally significant<br />
initiative, the Community Revitalization Program (the “Program”). This<br />
low-interest revolving loan, combination loan/grant and/or convertible<br />
loan fund for capital projects would not have been established without<br />
ESD assistance.<br />
Competition: N/A<br />
Past ESD Support: This is the first ESD grant to the organization, along with two other loan<br />
programs being proposed at today’s ESD Directors’ Meeting.<br />
B. The Project<br />
Completion: Ongoing<br />
Activity: STREDC will establish and administer the Program, a regional lowinterest<br />
revolving loan, combination loan/grant and/or convertible loan<br />
fund to facilitate the redevelopment of downtown and community<br />
center locations to encourage investment and job creation. The program<br />
will provide gap financing to redevelop commercial structures, develop<br />
new buildings and improve downtown, rural and neighborhood centers.<br />
Eligible applicants include cities, towns and villages within the eightcounty<br />
Southern Tier Region. Funds will provide gap financing for capital<br />
use and will leverage additional financing from federal, state, municipal,<br />
and local development agencies, and corporations and private sector<br />
entities.<br />
Results: The Program will assist community neighborhood commercial center<br />
revitalization projects in the Southern Tier to improve downtowns with<br />
mixed-use residential/commercial and retail opportunities. Communities<br />
utilizing these funds will have the ability to identify their own priorities<br />
and structure projects to support unique local needs in targeted areas.<br />
