Tonawanda Seneca Nation property borders the Project Site to the west. The Project proposes<br />

modern-high technology manufacturing and ancillary uses utilizing less than 49% of the<br />

1,243.40 acres comprising the Project Site. The majority of the remaining acreage at the<br />

Project Site will be preserved for open space and the protection of environmentally sensitive<br />

resources.<br />

Implementation of the Project will alter the pattern of existing land uses, transforming primarily<br />

open space and subprime agricultural land into a modern, advanced technology campus. The<br />

majority of the Project Site is zoned A-R (Agricultural-Residential), which does not<br />

accommodate the development of the Project.<br />

Minimization and Mitigation Measures<br />

In order to accommodate the Project, GCEDC is proposing that the Town of Alabama consider<br />

implementing the following three (3) land use measures to minimize potential impacts the<br />

Project may have on existing land uses and zoning-planning goals:<br />

Implementation of an Incentive Zoning Agreement pursuant to which GCEDC, in<br />

exchange for providing certain public amenities to the Town (which will inure to the<br />

benefit of the community as a whole), will receive a re-zoning of the Project Site into a<br />

newly-created Technology Zoning District in order to address the Project’s unique<br />

needs.<br />

Amending the Comprehensive Plan for the Town of Alabama to provide for the<br />

development of the Project consistent with the other planning goals of the Town and<br />

Village, and incorporating the vision of the Project’s goal of developing a world-class<br />

high technology manufacturing center with a focus on renewable energy.<br />

Considering the adoption of one or more of the strategies found in the Farmland<br />

Protection Strategies Report (“FPSR”) for the Town of Alabama, New York, which has<br />

been prepared with the goal of describing and consolidating the potential strategies for<br />

the Town of Alabama to evaluate and consider in preserving farmland. FPSR is provided<br />

as one of the proposed mitigation measures for the potential loss of farmland<br />

associated with the development of the Project Site.<br />

Amendment of the Genesee County Smart Growth Plan to include the Project Site<br />

within the Hamlet of Alabama Smart Growth development area.<br />

GCEDC has submitted an Incentive Zoning application to the Town of Alabama in furtherance of<br />

the potential mitigation measures stated above, and in particular to request that the Town<br />

create a special Technology Zoning District for the Project which will govern all development at<br />

the Project Site. The Technology Zoning District will be divided into three (3) subdistricts:<br />

Technology District 3 – TD3 will include the northeast corner of the Project, which is in<br />

close proximity to the Hamlet of Alabama’s commercial/residential corridor, and shall<br />
