Size: STREDC has a board consisting of 13 members representing each county<br />
in the Southern Tier. In 2011, STREDC closed four local business loans<br />
totaling $180,000 to assist regional businesses with working capital. In<br />
2012 to date, the organization has two small business loans that are<br />
expected to close shortly, totaling $143,000.<br />
Market: Business assistance is provided throughout the Southern Tier Region.<br />
ESD Involvement: As a result of the Governor’s Regional Economic Development Council<br />
Initiative, STREDC was awarded $2,500,000 through the Consolidated<br />
Funding Application (“CFA”) process to fund a regionally significant<br />
initiative, the Shovel Ready Program (the “Program”). This low-interest<br />
revolving loan fund for capital projects would not have been established<br />
without ESD assistance.<br />

Past ESD Support: This is the first ESD grant to the organization, along with two other loan<br />
programs being proposed at today’s ESD Directors’ Meeting.<br />
B. The Project<br />
Completion: Ongoing<br />
Activity: STREDC will establish and administer the Program, a regional lowinterest<br />
loan fund, to facilitate site development with environmental<br />
remediation, demolition, site preparation activities, and installation of<br />
infrastructure, including sewer, water, utilities, road/rail access and<br />
telecommunications. Eligible applicants include municipalities,<br />
municipal authorities, economic development organizations, industrial<br />
development agencies, chambers of commerce and local development<br />
corporations. Funds will provide gap financing for capital use and will<br />
leverage additional financing from federal, state, municipal, and local<br />
development agencies, and corporations and private sector entities.<br />
Results: The Program will increase the Southern Tier Region’s capacity to attract<br />
and support business development by lowering the cost of site<br />
preparation and helping to position sites for NYS Shovel Ready<br />
Certification. Shovel Ready Certification is an ongoing component of<br />
ESD’s Build Now-NY program which has been helping local communities<br />
attract substantial private-sector investment and create jobs. The<br />
certification is available to any site in New York that is suitable for the<br />
type of development proposed, has proper zoning and infrastructure,<br />
has completed the appropriate surveys and studies, and has received the<br />
necessary permits and approvals. The Shovel Ready Program will<br />
