advised, are well founded. But your Committee are of the opinion that<br />

a Grand Lodge is not to be held responsible for the wrongdoing of a<br />

Subordinate. Tour Committee have long been satisfied concerning the<br />

legitimate derivation of this Grand Lodge, and that all other necessary<br />

things meet the requirements of a legitimate and regular Grand<br />

Lodge. Your Committee, therefore, take pleasure in recommending the<br />

adoption of the following resolution:<br />

Resolved, That the Grand Lodge Alpina be and is hereby recognized<br />

as a regular Grand Lodge, and that the M. W. Grand Master is hereby<br />

authorized to arrange for an exchange of representatives with said Grand<br />

Lodge.<br />

On motion duly seconded, the report was received and the<br />

appended resolution was duly adopted.<br />

The committee further reported:<br />

NEW OELEANS, February 6, 1912.<br />

To the M. W. the Grand Lodge, F. and A. M., of Louisiana:<br />

Your Committee on Foreign Correspondence respectfully reports<br />

that they have carefully considered the matters referred to them from<br />

the address of the M. W. Grand Master, and respectfully report:<br />

(1) In respect to the exchange of Kepresentatives with other<br />

Grand Lodges, your Committee recommend approval and append a resolution<br />

to that effect.<br />

(2) In respect to the York Grand Lodge of Mexico, your Committee<br />

approve the action of the M. W. Grand Master, and append resolution<br />

in the matter. • .<br />

(3) With respect to the practice in regard to the territorial<br />

jurisdiction of Grand Lodges, your Committee desire to ask attention<br />

to the fact that the rule concerning it has its provisos and exceptions,<br />

like nearly all rules; and that the cases of the Grand Lodge of England<br />

and the Grand Orient of Italy in respect on the one hand to the Grand<br />

Lodge of Quebec and on the other to the Grand Lodges of Pennsylvania<br />

and Missouri are not parallel. The Grand Lodge of England has not<br />

established Lodges in any territory occupied by a Grand Lodge, and<br />

the Grand "Orient of Italy has done so. The Lodges in Quebec referred<br />

to by the Grand Master received their warrants from the Grand Lodge<br />

of England before the establishment of any Grand Lodge in Quebec,<br />

and not desiring to affiliate with the latter, were not coerced by the<br />

Grand Lodge of England into doing so. The case is precisely like the<br />

situation in our own State one hundred years ago, when our Grand Lodge<br />

was organized. Two Lodges then domiciled in New Orleans declined<br />

to affiliate with the new Grand Lodge of Louisiana. They were not<br />

•coerced by the Grand Lodge from whom they held warrants, nor was<br />
