The Grand Secretary, E. W. Bro. J. M. Bromwell, reported that the<br />

total membership of the Subordinate Lodges was 79,501, a net gain of<br />

3,525.<br />

The Grand Lodge very wisely and properly in our opinion declared<br />

itself not in sympathy with any coercive measures to compel affiliation-<br />

It is unfortunate, we think, that some Brethren and even some Grand<br />

Lodges have forgotten that we are Tree Masons.<br />

In declining to enact legislation that would have brought about<br />

certain reciprocal relations between the Grand Lodges of Ohio and<br />

Kentucky the Grand Lodge adopted the recommendation of its Committee<br />

on Jurisprudence to the following effect:<br />

"Besides, to make any reciprocal arrangement with the Grand Lodge<br />

of Kentucky and such other Grand Bodies as may join therein, would be<br />

to establish something like treaty obligations and place ourselves on a<br />

basis with such Grand Lodges different from other Grand Lodges, which<br />

we deem unwise.''<br />

We entirely agree with the above statement, and commend its consideration<br />

to those who would encourage the making of treaties granting<br />

reciprocal advantages to the Grand Lodges concerned in the matter<br />

of extra-territorial jurisdiction.<br />

We find the following very wise suggestion made by the same Committee:<br />

'' A number of Lodges provide for stated communications being held<br />

on a night when the moon shall become full, or on a certain night before<br />

or after that event. All of such provisions may lead to the result that<br />

no stated communication of such a Lodge will be held at least once in<br />

each calendar month as provided by Section 4 of the Code, page 103.<br />

"Where it is decided to still adhere to such a variable time for<br />

holding stated. communications of a Lodge, an alternative date should<br />

be provided by such Lodge so that provision shall be made for holding<br />

a stated communication of such Lodge within each calendar month.''<br />

The Committee on Correspondence suggested that its Chairman be<br />

authorized to correspond with other Grand Lodges with a view to the<br />

establishment of a basis of requirements essential to all Bodies asking<br />

recognition as Masonic Bodies, hoping thereby to secure uniformity<br />

upon this subject among all the Grand Lodges of the world.<br />

A number of years ago when M. W. Bro. Girard was Chairman of<br />

our Committee on Foreign Correspondence he suggested to our Grand<br />

Lodge a code of "International Regulations." Our Grand Lodge adopted<br />

it and ordered a copy sent to each of our Eepresentatives with the request<br />

that they present it officially to their Grand Lodges and fraternally<br />

ask action upon them. The records do not disclose the result, but we<br />

are under the impression that but few, if any Grand Lodges took action.<br />

The following was the resolution relative to the organization of a<br />

Grand Lodge:<br />

'' A majority of the Lodges regularly constituted in a territory, may<br />

organize a Grand Lodge, with all the powers usually conceded to a Grand
