On the 7th of October, 1856, Foulhouze formed a new Supreme Council,<br />

commenced making Masons at sight, and manufacturing Thirty-thirds. Pursuing<br />

the same system of misrepresentations as in 1850-51, he succeeded<br />

in causing two lodges to withdraw their allegiance from the Grand Lodge.<br />

This rebellion was short lived: in 1858-59 these lodges memoralized the<br />

Grand Lodge to be reinstated on its register, and with difficulty obtained<br />

their request. On the 4th of February, 1859, the Grand Orient of France<br />

expelled Foulhouze, and his so-called Supreme Council soon became dormant.<br />

In the early part of 1867 an attempt was made to revive it, and it obtained<br />

recognition from the Grand Orient of France: that recognition, however,<br />

failed to give it vitality, and in a short time it either became dormant or<br />

ceased to exist.<br />

—The preceding "Outline of the Rise and Progress of Freemasonry in<br />

Louisiana" has been compiled from the original records and other documents<br />

in the archives of the Grand Lodge and its subordinates, with the<br />

view to supply a desideratum long felt by the craft. The aim of the<br />

compiler was to trace from their origin the causes that have so frequently<br />

disturbed the Masonic peace of Louisiana, to show the manner in which the<br />

conflicting elements were finally reconciled, and in so doing to state the<br />

truth, and nothing but the truth. In the accomplishment of this task, he<br />

has been under many obligations to M. W. Bro. J. Q. A. Fellows, who<br />

kindly placed at his disposal all information and documents in possession<br />

of the Committee on History; to R. W. Bro. J. B. Sorapuru and W. Bros.<br />

M. A. Calongne and C. R. Fagot for favors, and to Bro. F. A. Dentzel,<br />

Assistant Grand Secretary, for his uniform courtesy and assistance in<br />

a laborious search among the old papers in the archives of the Grand<br />

Lodge.<br />

By resolution of the Grand Lodge adopted at the Annual Grand Communication<br />

in February, 1911, the foregoing history of the origin and rise<br />

of Free Masonry was ordered to be continued and brought down to the<br />

present date. •<br />

Taking up the narrative at the end of Brother Scott's work, we. find<br />

that the Lodges rapidly recovered after the termination of the Civil War<br />

and began to increase in numbers, until the year 1870, the Grand Lodge<br />

had a large and active membership.<br />

But now the Grand Lodge made an unfortunate investment in what<br />

was known as the Masonic Temple property, lying between Carondelet and<br />

St. Charles Streets, near Tivoli Circle (now Lee Circle). The Grand<br />

Lodge levied an assessment for the purpose of paying the purchase price<br />

and erecting a Temple, or so much of the cost as was not covered by donations<br />

from the Craft. The levying of ,the assessment and a large amount<br />

expended in building a costly foundation, upon which it was found impossible<br />

to build, created a great deal of dissatisfaction, with the result of<br />

loss of membership and a decided falling -off in the number of new members<br />

received.<br />

This condition of inactivity continued, and in 1884, it appearing impossible<br />

to complete the Temple for which the foundation had been laid at<br />

great expense, for the purpose of saving the St. Charles and Perdido site<br />

and liquidating the indebtedness of the Grand Lodge, the property was<br />

appraised and placed in the hands of the Board of Directors for sale at<br />

the first fair.opportunity, the appraisement being $112,500.00. This sub-
