in many respects unsatisfactory on account of the fact that it separates<br />

the widows and orphans of times each from the other, and in any event<br />

takes them out of their usuat walk of life. Now, therefore,<br />

Be it resolved, Section 1. That a permanent fund be established -<br />

for the assistance of widows and orphans of deceased members of Lodges<br />

under the jurisdiction of the Grand Lodge of Louisiana, and to which<br />

fund shall be transferred all present funds donated and rightfully belonging<br />

to the Widows' and Orphans' Fund, and a fixed amount per<br />

capita, to produce ten thousand dollars each year for a period of ten<br />

years, said definite fund to be invested from time to time in bonds, for<br />

the payment of which in principal and interest the faith of a State has<br />

been pledged.<br />

See. 2. Be it further resolved, That the interest and revenues from<br />

said fund, the principal always to remain intact, shall be used for the<br />

assistance and maintenance of the widows and orphans of deceased<br />

members of constituent Lodges of this Grand Lodge.<br />

Sec. 3. Be it further resolved, That the board of control in dispensing<br />

the interest and revenues from the fund hereinabove set out<br />

shall require of each constituent Lodge a percentage to be fixed, to be<br />

not less than 20 per cent nor more than 50 per cent, so that each constituent<br />

Lodge will bear its just proportion directly of the amount going<br />

to the assistance and maintenance of the widows and orphans.<br />

Sec. 4. Be it further resolved, That the Masonic relief, assistance<br />

and maintenance shall be dispensed by a commission composed of five<br />

members, of which the Master of the Lodge shall be the first member;<br />

the Master of Louisiana Belief Lodge, or in his absence the ranking<br />

Warden, the second member; the District Deputy Grand Master the<br />

third member, the Grand Secretary the fourth member, and the Grand<br />

Master the fifth member.<br />

See. 5. Be it further resolved, That plans for instituting said fund,<br />

for providing the method of carrying out the purposes of this resolution<br />

and the authority to do and perform all acts which may be necessary in<br />

the carrying out of the above resolution shall be made by a committee of<br />

five, composed of the Grand Secretary and Grand Master, Grand Treasurer<br />

and two other members of the Grand Lodge to be appointed by<br />

the Grand Master, which said appointments shall be made annually.<br />

See. 6. Be it further resolved, That all other resolutions of this<br />

Grand Lodge relating to the matter of Masonic Relief be repealed,<br />

excepting as to the fund of $6,000 per annum, known as the Reid resolution,<br />

and the resolutions dividing and apportioning the same.<br />

The Special Committee on Temple Property presented the<br />

M. W. Sir and Brother—Your Committe on Temple Property appointed<br />

at the last Session of the Grand Lodge to consider the condition of the<br />

Temple Property and make definite and detailed report at the next<br />

•Annual Communication, submits the following:<br />

Your Committee has held five meetings, two of which were in joint<br />

session with, the Board of Masonic Hall Directors. After a careful<br />

and personal examination of the Temple Building and the consideration<br />

of reports from architects who had been requested to make detailed
