make but feu more .gifts to endowment during his lifetime, though he had<br />

no doubt the Founders' bequests would take care of the <strong>Institute</strong>'s needs.<br />

<strong>The</strong> tvo men argued vigorously, they reached no accord be<strong>for</strong>e the Board<br />

meeting in April, 1935.13 <strong>The</strong>n, despite his knovledge that in following<br />

his usual proceedure, Flexner would have cleared the eppointments vith<br />

Mr. Ba~berger be<strong>for</strong>eproposing them to the Trustees, Mr. Straus precipi-<br />

tated a debate, evidently joined by Mr. Hardin. <strong>The</strong> minutes recite:<br />

A question was raised as to whether, instead of begi~ing two<br />

new schools in the coming autumn, it would not be viser to<br />

attempt a <strong>for</strong>ecast of the possible budget of the School of<br />

Ecommics and Politics and a survey of the costs involved in -<br />

the support of the two existing schools over a period of fif-<br />

teen years. <strong>The</strong> Director stated that such a <strong>for</strong>ecast was, in<br />

his judgment, impossible, and that the <strong>Institute</strong> could only<br />

develop if it carefully kept within the sum of money available<br />

from year to year, retaining a safe margin. 14<br />

This was tantamount to saying that since new funds became available only<br />

on a year-by-year basis, the Director could not vithhold development of<br />

the first modest outlines of the <strong>Institute</strong>, especially since he was en-<br />

countering vigorous competition <strong>for</strong> them. Tk other point in the debate<br />

arose from the fact that Dr. Morey was the academic sponsor <strong>for</strong> both<br />

appointments. '<strong>The</strong> importance of a more definite understanding with the<br />

Trustees of Princeton University vas raised," say the minutes. Flexner<br />

defended the planned cooperation: not only was it working out vell in<br />

Fine Hall, but it vas successful as betveen the Bart01 <strong>Institute</strong> and<br />

Swarthmore, and between the Carnegie <strong>Institute</strong>'s Department of Embryology<br />

and the Hopkins' School of Medicine. In both cases vhat he called "free<br />

trade" prevailed. Ibreover, he described the relations prevailing in
