Evidently the loation of the <strong>Institute</strong> was cause <strong>for</strong> a muted<br />

but active conflict between Mr. Baberger and Dr. Flexner. <strong>The</strong> Director<br />

had specif led only the State of Kew Jersey; Mr. Bamberger narrowed this<br />

to the County of Essex, which embraced Eewark znd the two Oranges; the<br />

Trustees were given the respons5bility <strong>for</strong> deciding where in the County<br />

the <strong>Institute</strong> should be placed. <strong>The</strong> Board elimiated reference to the<br />

County; the <strong>Institute</strong> .would be located "'at or in the vicinity of Newark,<br />

at such place as the Trustees may determine." This left the way open to<br />

the logic of necessity to solve the problem.<br />

<strong>The</strong> question of fsculty pzrticipztion in the tranagement of<br />

five of the fifteen Trustees might be faculty d ers at any one ti=,<br />

Tmstees. Terms <strong>for</strong> the individual Trustees would be decided by lot at<br />

the first annual meetfng, with three groups to serve <strong>for</strong> three, four,<br />

and five years respectively, and thereafter the regular term would be<br />

five years, <strong>The</strong> subject had become a tender one as Hr. Bamberger agafn<br />

ovesruJedthe Director. Ffexner*s proposal was reduced to sin absurdity<br />

by cutting the total number of Trustees to twelve, to serve from one to<br />

five years as by lot it vas decided, although the Board might increase
