devising ways of provfding <strong>for</strong> collective faculty action. Mr. Bamberger<br />

had prevailed so far, but had latterly seemed unwilling to reverse the<br />

Director too often. <strong>The</strong>re<strong>for</strong>e he mnaged to insert ~dditioml conditions<br />

which made it necessary <strong>for</strong> the Board to cut the knot. In each case the<br />

Board's decision xerr,oved the need <strong>for</strong> collective faculty action.<br />

thirds vote of the Trustees. In case of a vacancy kn his office, a<br />

special cornnittee of Trustees must consult with the faculty as well as<br />

with outsiders be<strong>for</strong>e =king its report and recarrnnendatfon <strong>for</strong> a successor<br />

to the Board. <strong>The</strong> Director was to be ex aificia a member of the Board,<br />

and was authorized to attend all cmittee meetings. He must mke the<br />

budget and submit an annual repart which, with the annual reports of the<br />
