JUDGES COMMITTEE INFORMS<br />

THE ANNUAL MEETING <strong>OF</strong> THE ISSF JUDGES’ COMMITTEE TOOK PLACE AT THE ISSF HEADQUARTERS IN MUNICH DURING THE LAST<br />

WEEKEND <strong>OF</strong> JANUARY. THE COMMITTEE MEMBERS ExAMINED APPLICATIONS FOR ISSF B LICENSES, SHOTGUN REFEREES’ LICENSES<br />

AS WELL AS APPLICATIONS FOR UPGRADES. IN ADDITION TO THESE ANNUAL ITEMS ON THE AGENDA THE COMMITTEE MEMBERS<br />

UPDATED THE TRAINING GUIDELINES FOR JUDGES’ COURSES TO COMPLY WITH THE ISSF RULE BOOK 2013.<br />

he ISSF Technical Coordinator Mr.<br />

Willi Grill joined the meeting to discuss<br />

the updating of different manuals<br />

for range officers and jury members. The<br />

new document “Manual for ISSF Classification<br />

Officer” drafted by Mr Grill was also discussed<br />

and approved. All manuals may now be found<br />

on the ISSF website, www.issf-sports.org/theissf/rules/amendments_interpretation.ashx<br />

Ms Sarah Bond, IPC (International Paralympic<br />

Committee) Shooting Sport Manager, joined<br />

the meeting for a couple of hours to exchange<br />

ideas of common interest in view of the Memorandum<br />

of Understanding between the ISSF<br />

and the IPC Shooting.<br />

COURSeS IN <strong>2012</strong><br />

A total number of 27 ISSF Courses were conducted<br />

last year and out of these there were<br />

9 Shotgun Referees Courses and 5 Electronic<br />

Scoring Target Courses. As a result of these<br />

courses the Committee approved 150 new<br />

“B” Licenses, out of 154 applications and out<br />

of 47 applications for new Shotgun Referee Licenses<br />

40 were approved. During <strong>2012</strong> a total<br />

number of 66 candidates attended Electronic<br />

Scoring Target courses for the first time and 28<br />

of them were recommended the additional category<br />

6 on their already existing licenses. The<br />

Committee also upgraded 25 “B” Licenses to<br />

“A” Licenses, out of 32 applications. Most of<br />

the candidates who’s applications were postponed<br />

had insufficient experience as a jury<br />

member.<br />

NeW ISSF “B” LICeNSe<br />

To be granted a “B” License:<br />

• The applicant must have successfully<br />

completed an Official ISSF Judges Course<br />

within the last four years.<br />

• The applicant should possess a national<br />

judge’s license of the highest level and must<br />

have the necessary experience and maturity to<br />

judge.<br />

UPGRADING <strong>OF</strong> AN ISSF “B” TO AN<br />

“A” LICeNSe<br />

FOR UPGRADING:<br />

• The applicant must have at least four (4)<br />

years recent experience as an active “B”<br />

license holder.<br />

• The applicant must have officiated as a<br />

jury member in at least five (5) international<br />

competitions with at least five (5)<br />

participating nations.<br />

NeW ISSF SHOTGUN ReFeReeS’<br />

LICeNSe<br />

To be granted a Shotgun Referees’ license:<br />

• The applicant must have successfully<br />

completed an Official ISSF Shotgun Referees’<br />

Course including all three events – Skeet,<br />

Trap and Double Trap.<br />

• The applicant must have passed an eye<br />

examination and the official Eye Sight<br />

Form must be signed by the Medical<br />

Practitioner or Ophthalmologist and the<br />

Federation.<br />

• The applicant should possess a National<br />

Referees’ License of the highest level or<br />

have the necessary experience as a<br />

National Shotgun Referee.<br />

eST LICeNSeS<br />

There are now 571 Electronic Scoring Target<br />

Control (Category 6) qualified Judges. Judges<br />

with Rifle, Pistol and Running Target Licenses<br />

without Category 6 should attend an<br />

EST Course as soon as possible. Those having<br />

achieved the result to gain a Category 6<br />

License during <strong>2012</strong> are listed below. For de-<br />

tailed information, please see Article 3.12.3.9<br />

Annex “J” and Article 3.12.3.9.1 Annex “S” of<br />

the ISSF Rule Book 2013. The Judges’ Committee<br />

congratulates the individuals listed below<br />

on gaining ISSF licenses. An explanatory letter<br />

has been sent to the Federations where<br />

the committee for various reasons have postponed<br />

the issue of a license.<br />

<strong>OF</strong>FICIAL ISSF JUDGeS’ AND<br />

ReFeReeS’ COURSeS 2013<br />

Lists of planed Official ISSF Judges’ Courses<br />

for all Disciplines, EST Courses and Official<br />

ISSF Shotgun Referees’ Courses are published<br />

and continuously updated on the ISSF Website<br />

under “Calendar”.<br />

ReD JURY VeST, BLUe ReFeReeS’<br />

VeST AND DReSS CODe FOR<br />

JUDGeS<br />

Jury members on duty at ISSF Championships<br />

are obligated to wear the red ISSF Jury Vest.<br />

Shotgun referees must use the blue ISSF Referees’<br />

Vest. The vests are available from the ISSF<br />

Headquarters and can be ordered on www.<br />

issf-sports.org<br />

COURSe MATeRIAL<br />

The standardized course material for the Shotgun<br />

Judges’ and the Shotgun Referees’ Courses<br />

are currently being updated according to<br />

the ISSF Rule Book 2013 by Mr Keith Murray.<br />

The rifle and pistol material is also well under<br />

way and will be available for course instructors<br />

later this year.<br />

ISSF WeBSITe WITH CASe STUDIeS<br />

During the Committee meeting in <strong>2012</strong> the<br />

creation of a “Judges’ Platform” on the ISSF<br />

website was discussed. For various reasons<br />

the Platform was never launched last year but<br />
