India and the World<br />

India's aim in foreign policy has always been to secure for itself a<br />

steadily broadening role in international affairs, so that we can<br />

contribute meaningfully to the global community's collective ability to<br />

deal with the challenges of today and tomorrow. The NDA Government<br />

is proud of its foreign policy achievements in the last five years. We will<br />

build on these successes to focus on the following objectives in the<br />

coming five years.<br />

1) Continue the dial<strong>og</strong>ue process with Pakistan for a lasting<br />

solution to all the outstanding issues, including Jammu & Kashmir, on<br />

the basis of the Joint Statement issued in Islamabad in February 2004.<br />

2) Further strengthen the SAARC process; implement free-trade in<br />

South Asia; and work towards realizing the vision for a South Asian<br />

Economic Union with a common currency for the region.<br />

3) Further strengthen our Look-East Policy to deepen the India-<br />

ASEAN relationship; initiate the BIMST-EC process; activate the<br />

Mekong-Ganga cooperation initiative; deepen our economic<br />

cooperation with Koreas; and enrich our strategic partnership with<br />

Japan.<br />

4) Further consolidate our strategic partnership with Russia, with a<br />

stronger underpinning of economic cooperation.<br />

5) Broaden and deepen our multi-dimensional relations with USA.<br />

6) Expand our economic cooperation with China. Continue the dial<strong>og</strong>ue<br />

process with China to achieve a mutually satisfactory resolution of the<br />

boundary issue, which is an objective of strategic interest for us.<br />

7) Intensify our cooperation with the European Union.<br />

8) Rejuvenate our traditional bonds with countries in West Asia;<br />

9) Reestablish our age-old ties with countries in Central Asia;<br />

10) Develop extensive relations with all countries in Africa, Central<br />

America, Latin America, and Pacific Ocean countries like Australia,<br />

New Zealand, Fiji, etc.<br />

<strong>En</strong>ergy security will continue to be a key objective of our foreign policy.<br />

Therefore, we will intensify our efforts to establish suitable alliances to<br />

secure access to new energy sources around the world.<br />

The NDA Government envisions a future that rests on a cooperative<br />

multipolar world order, with India as one of the poles.<br />

We will continue our efforts to secure permanent membership of<br />

the UN Security Council.<br />

The NDA is proud of the shining achievements of NRIs and PIOs<br />

around the world. We attach great strategic importance to<br />

strengthening India's multi-dimensional links with the Diaspora<br />

Community. Our Government took many historic initiatives in this<br />

direction in the last five years for example, granting dual citizenship to<br />

PIOs from a select group of countries. Our commitment to this deeply<br />

cherished cause will continue.<br />
