aising ground-water levels, and augmentation and cleaning up of<br />

water sources such as village ponds, wells, rivulets, etc.<br />

Infrastructure<br />

The Connectivity Revolution, which was launched by the NDA<br />

Government, and has already yielded visible results in several sectors,<br />

will be further accelerated. Specifically, our Government will do the<br />

following in the coming five years:<br />

Roads<br />

1) Timely completion of the National Highway Development<br />

Project (nearly 15,000 km): Phase 1 (Golden Quadrilateral) by 2005;<br />

Phase 2 (East-West and North-South Corridors) by 2008; Pradhan<br />

Mantri Bharat Jodo Pariyojana (additional 10,000 km, linking all<br />

those State capitals not covered by NHDP, as well as important<br />

commercial centers in all the States, to NHDP with 4/6 lane highways)<br />

by 2009.<br />

2) Pradhan Mantri Gram Sadak Yojana: Linking all rural habitations<br />

with a population above 1,000 by 2005; linking all rural habitations<br />

with a population above 500 by 2007.<br />

3) Private investment in public transport systems will be encouraged.<br />

States will be given incentives to speed up restructuring of their road<br />

transport corporations. At least five thousand new buses will be added<br />

to their fleets every year through a special fund. A separate fund for<br />

improvement of all the Inter-State Bus Terminals and District Bus<br />

Stations will also be set up.<br />

4) In addition to road construction, a pr<strong>og</strong>ram for creation of road<br />

services like parking facilities, hotels, shops, medical facilities, business<br />

centers, food kiosks, etc. in a well-planned manner, will be taken up.<br />

5) Road safety has not received adequate attention in India. As many<br />

as 78,000 people die in road accidents each year. The Government will<br />

start a National Road Safety Mission, with necessary legal,<br />

regulatory, technol<strong>og</strong>y and mass awareness measures.<br />

"Sampoorna Sadak Connectivity"<br />

A new pr<strong>og</strong>ram called the "Pradhan Mantri Pradesh Sadak Yojana"<br />

(PMPSY) will be launched to improve all the State Highways and district<br />

roads in the country. These are the weak link in our road network that<br />

includes world-class national highways on one end and rapidly<br />

improving rural roads on the other end. The blueprint of this pr<strong>og</strong>ram,<br />

including its funding and monitoring, will be prepared after detailed<br />

consultation with State Governments. Reform of State PWDs and<br />

participation of the private sector will be the highlights of this new<br />

project. PMPSY will provide the missing link in the comprehensive road<br />

connectivity revolution, to be called the "Sampoorna Sadak<br />

Connectivity" initiative, whose other three links are already being<br />

implemented by our Governmentnamely, National Highways<br />

Development Pr<strong>og</strong>ram (NHDP), Pradhan Mantri Bharat Jodo Pariyojana<br />

(PMBJP), and the Pradhan Mantri Gram Sadak Yojana (PMGSY).<br />
