including government services. These will create several lakh new<br />

employment opportunities.<br />

5) Broadband communication can revolutionalize all sectors of the<br />

Indian economy. It can also bring about a paradigm change in the<br />

content and delivery of education and entertainment. Therefore, a<br />

comprehensive policy will soon be formulated to promote<br />

affordable broadband connectivity. This will embrace all the<br />

landline and wireless phone users, cable TV homes, and cinema halls.<br />

Promotion of state-of-the-art wireless technol<strong>og</strong>ies will be a key part of<br />

this policy.<br />

6) India's economy, government and education will be IT-enabled at all<br />

levels. Implementation of a national E-Governance strategy will<br />

begin before August 15, 2004. E-Seva will be made the common<br />

platform for citizens to pay bills for electricity, telephone, water, etc.,<br />

register property, procure and submit government forms, etc. We will<br />

drastically reduce the need for citizens to go to a government office for<br />

services which can rendered electronically.<br />

7) IT in Indian languages, including in the area of content creation,<br />

will be given special thrust.<br />

8) Postal services will be revamped, modernized, and IT-enabled to<br />

provide a range of commercial and governmental services to the<br />

people.<br />

9) Every high school and every college in the country will be given<br />

access to a high-speed Internet connection with access to rich<br />

educational content in local languages.<br />

Meeting The Challenge Of Water<br />

1) The River-Linking Project will be launched before August 15,<br />

2004. An initial set of identified schemes will be implemented, with<br />

public participation, by 2015. An effective rehabilitation package for the<br />

project-affected persons shall be finalized and implemented.<br />

2) Massive encouragement and legislative backing for local and micro<br />

initiatives such as watershed management, rainwater harvesting, drip<br />

irrigation, de-silting of tanks, lakes and reservoirs, restoration of wells,<br />

recycling of water, etc.<br />

3) Cleaning up of rivers and traditional water bodies, with<br />

community participation, will be supported.<br />

4) Desalination plants will be set up in coastal towns.<br />

5) An independent Water Tariff Authority will be set up in each<br />

State to decide the water tariffs for industrial, commercial, residential,<br />

and agricultural usage.<br />

6) A campaign will be launched to make people aware of the need to<br />

conserve every drop of water.<br />

In view of the utmost importance and urgency of this issue, a<br />

"National Drinking Water Pr<strong>og</strong>ram" will be launched within the<br />

first thirty days. The Ministry of Finance will be directed to provide all<br />

required resources to implement this pr<strong>og</strong>ram in a time-bound manner.<br />

A Task Force will be set up to work out the modalities of this pr<strong>og</strong>ram,<br />

including innovative ways of financing it.<br />

Power<br />

In 1998, the NDA Government inherited not only an extremely difficult<br />

power situation, but also a defective power policy and a flawed sector<br />
