Our Government launched some of the biggest-ever social<br />

development initiatives in the world. These include the Antyodaya Anna<br />

Yojana and the Sarva Shiksha Abhiyan. The coverage of the Integrated<br />

Child Development Scheme (ICDS), which is the world's largest early<br />

childcare pr<strong>og</strong>ram, was greatly expanded. Major initiatives, such as<br />

establishment of a separate ministry for tribal affairs, were taken to<br />

promote the cause of social justice.<br />

We now seek a renewed term to carry forward our agenda. Responding<br />

to the aspirations and expectations of the people, the NDA has made<br />

"Development", "Good Governance", and "Peace", as the main issues<br />

for Election 2004. Our commitment to these issues is further affirmed<br />

in this Manifesto.<br />

India is prosperous, and developing. Millions of Indians have got<br />

employment, bought houses, use cell phones, and are getting better<br />

education for their children. Yet, millions more still await their chance<br />

of benefiting from and contributing to the Great Indian Dream. Inspired<br />

by Mahatma Gandhi's advocacy of "Antyodaya", the NDA Government<br />

is committed to reaching the fruits of development to all; for we<br />

believe that the deprived and the denied have the first call on the<br />

resources and the attention of the Indian State.<br />

Our Goal:<br />

8 to 10% GDP growth rate on a sustainable basis over the next five<br />

years, with eradication of poverty by 2015. Clear five-yearly milestones<br />

for economic growth and social development will be set for each State<br />

and district<br />

Our Guiding Principle:<br />

Faster growth with employment, equity, social justice, reduction in<br />

regional imbalances, and the urban-rural divide<br />

The NDA believes that GDP growth, at an annual rate of 8 to 10% on a<br />

sustainable basis, is achievable. This will realize our strategic vision of<br />

making India a Developed Nation. We have full faith in the capacity of<br />

our hardworking kisans and workers, enterprising businessmen and<br />

traders, innovative managers, professionals, talented scientists, and<br />

dedicated administrators to achieve this goal.<br />

The NDA is committed to making India an economic superpower<br />

through a seven-pronged strategy of:<br />

1) India as the food factory of the world.<br />

2) India as the global manufacturing hub.<br />

3) India as the service provider to the world.<br />

4) India as the centre of the knowledge economy.<br />
