Congress misrule.<br />

We have finally left behind our years of stagnation and slow economic<br />

growth that marked most of the first fifty years of our independence. A<br />

GDP growth rate of 8%, which our opponents had cynically derided as<br />

"Mungeri Lal ke haseen sapne", has become real and will be exceeded,<br />

despite the country having faced a string of natural calamities. Last<br />

year, our efficient and effective management, of severe drought<br />

situation in fourteen States, was without precedent. Prices of essential<br />

commodities remain under control.<br />

Agricultural production will surpass all previous records. Our forex<br />

reserves exceed the $ 110 billion mark.<br />

Many areas of India's manufacturing sector, earlier written off by<br />

critics, have now attained global competitiveness. The past five years<br />

have not only brought pride to the "Made in India" label, but have also<br />

made "Served from India" the first choice of global companies. This<br />

sunrise sector has generated new employment. This new offshoot of<br />

the Knowledge Economy complements India's globally rec<strong>og</strong>nized<br />

strengths in software exports, which have grown more than five times<br />

in the last five years to cross Rs. 48,000 crore.<br />

Poor and inadequate infrastructure, which was the debilitating legacy of<br />

the Congress years, has been replaced by a world-class infrastructure<br />

for India, built by Indians, in India. We have set in motion what the<br />

Prime Minister has aptly termed as a "Connectivity Revolution".<br />

Telecom connectivity, Internet connectivity, highway connectivity, and<br />

rural roads connectivity are just the initial, visible successes of this<br />

revolution. We are determined to replicate these successes in other<br />

critical areas of infrastructure power, railways, airports, ports,<br />

irrigation, etc. where bottlenecks have severely constrained economic<br />

growth and employment generation.<br />

The past five years has seen a huge boom in housing construction. We<br />

have over-fulfilled our promise, made in 1999, of facilitating<br />

construction of twenty lakh new houses each year. We take pride in the<br />

fact that the Vajpayee Government built more houses for the rural poor<br />

under the Indira Awaas Yojana in the last five years than the Congress<br />

or Congress-supported governments did in the previous fourteen years<br />

since the inception of the scheme.<br />

"Our common manifesto in the 1999 elections was called, 'An Agenda<br />

For a Proud, Prosperous India'. Today, India is more prosperous than<br />

ever before. There is greater pride, hope, and self-confidence among<br />

Indians than ever earlier. Today, India stands tall on the international<br />

stage, with greater prestige and rec<strong>og</strong>nition."<br />

Creating one crore additional employment opportunities a year was an<br />

important promise contained in our 1999 manifesto. We have<br />

substantially fulfilled that promise. Between 2000-2003, 82 lakh<br />

employment and self-employment opportunities were created on<br />

average each year. The Rs. 1,000-crore Sampoorna Grameen Rozgar<br />

Yojana, started by our Government, is the biggest food-for-work<br />
