In our common Agenda for elections in 1999, we had said, "The NDA<br />

came into being because of an historic need and realization amongst us<br />

that our young democracy cannot bear the fits and tremors of frequent<br />

elections, which will undermine the people's faith in the democratic<br />

process." That phase of instability is now history. The NDA has taken<br />

India into a new orbit of accelerated development, coupled with peace on<br />

our borders and harmony within.<br />

As we seek a renewed and bigger mandate in 2004, we ask to be judged<br />

by our performance in the last five years as well as by the vision and<br />

pr<strong>og</strong>ramme that we have laid out in this Agenda. We are proud to have<br />

raised the bar of performance higher, and are keenly aware that the<br />

Indian voter now expects more.<br />

We believe in the principle of accountability. We promise to give a sixmonthly<br />

report on the status of implementation of the commitments<br />

made in this Agenda.<br />

Prime Minister Shri. Atal Bihari Vajpayee has placed an energizing<br />

vision of India as a Developed Nation. The NDA rededicates itself to<br />

realizing this vision in partnership with the people of India.<br />
