Court Judge John D Butzner Jr upheld charges brought by two black PM
employees on job discrimination . . .basically blacks have been restricted
to one dept . & prevents them from carrying their seniority to another
dept . . . . Douglas H . Quarles charged PM refused to accept his application
for transfer from the pre£abricati•on dept to the shipping, receiving &
warehousing dept where he could have qualified for a higher-paying job as
a truck driver . . .court holds PM's is not a bona fide seniority system
& non-transfer policy "has its genesis in racial discrimination" . . .order
is that seniority be applied on plantwide & not deptl basis, as present
arrangement nrevents Negroes from ~etting better obs/the restrictive

historically, assignment to depts has been by race so that w/relatively
