setting forth the reason for the call of this unusual<br />

gathering of men, it is well to regard briefly the history<br />

of the National Dairy Council, the body which<br />

has assumed responsibility for this gathering.<br />

During the National Dairy Show of 1913 there was a<br />

gathering of men representing all<br />

the prominent branches<br />

of the dairy industry, the majority of whom were delegates<br />

selected by the representative organizations. At this meeting,<br />

after full discussion, there was created a National<br />

Dairy Council, which at that point was regarded as a circle<br />

within the National Show.<br />

As then conceived, its purposes were vaguely defined.<br />

The general idea underlying its formation was to promote<br />

more intimate acquaintance and opportunity for freer discussion<br />

and promotion of<br />

the interests which are found to<br />

be common within the industry.<br />

As time went on the various inter-relations became<br />

better defined, and it was found that there are many questions<br />

and problems facing the dairy industry which point<br />

logically to better organization and closer coherence of all<br />

factors in this enormous field. Whereas at the outset the<br />

predominating idea was internal harmony and furtherance<br />

of a forum which could be regarded in the light of a clearing<br />

house for all subjects germane to the industry, but more<br />

particularly within it, it developed clearly that there is still<br />

greater need for such organization as will enable the industry<br />

to fortify itself in its<br />

general commercial relations.<br />

Many matters of serious import became distinctly issues<br />

for consideration, and culmination occurred at the time of<br />

the 1 914 Dairy Show, when the appalling menace of the
