foot-and-mouth disease, with its ensuing campaign of<br />

eradication, including quarantine of the cattle at the Dairy<br />

Show and all the problems legitimately arising therefrom,<br />

precipitated upon the consciousness of all people related<br />

to the industry, a conviction that dairj^^ng as a factor<br />

in national prosperity is dangerously unprepared to cope<br />

with the natural vicissitudes and perils which can arise<br />

to threaten an industry so fundamental, so colossal, and so<br />

unorganized.<br />

Accordingly in the spring of 191 5, the National Dairy<br />

Council was reorganized, separated in form from the National<br />

Dairy Show and established upon a basis of activity<br />

which contemplates incorporation into one body, so far as<br />

circumstances may demand, of all interests which are<br />

solely or largely dependent upon the dairy cow.<br />

It is the aim of the Council to bring into its organization<br />

to the largest possible extent the men who produce the<br />

milk, who manufacture milk products, who provide materials,<br />

machinery, and transportation, who provide a<br />

market and facilities for distribution, and finally the officials,<br />

administrative or educational, whose counsel and official<br />

functions bear so vital a relationship to the ultimate estimate<br />

and value of dairy products furnished for public<br />

benefit.<br />

To this end an eifort is made to enlist farmers and<br />

educators, distributors, machinery men, manufacturers of<br />

butter, cheese, machinery, feed, cement, milk dealers, and<br />

health officials. It is hoped that coordination may be<br />

effected with the state agricultural stations, the National<br />

Department of Agriculture, and so on through all the list<br />

of cognate branches of public service, with full realization<br />

that in the last analysis there is no conflict of interests; on<br />

the contrary, such community of interest as must be recognized<br />

and conserved in order fully to advance an enterprise<br />

upon which more than upon any other foundation rests<br />

national prosperity.
