(A) Rebuild and construct railroad infrastructure at<br />
the Philadelphia Naval Yard in coordination with<br />
Rotem Company and Philadelphia Authority for<br />
Industrial Development, including rails, switches,<br />
crossings, ballast and other related materials such<br />
as electrical signals and other appurtenances<br />
leading to and including Building 603 2,750,000<br />
