(A) Construction and development <strong>of</strong> a rail system<br />

to serve the Intermodal Warehouse within a<br />

(i) Rotem Company<br />

(A) Rebuild and construct railroad infrastructure at<br />

the Philadelphia Naval Yard in coordination with<br />

Rotem Company and Philadelphia Authority for<br />

Industrial Development, including rails, switches,<br />

crossings, ballast and other related materials such<br />

as electrical signals and other appurtenances<br />

leading to and including Building 603 2,750,000<br />

(Base <strong>Project</strong> Allocation - $2,500,000)<br />

(Design and Contingencies - $250,000)<br />

(ii) James J. Anderson Construction Company<br />

(A) Rehabilitation <strong>of</strong> the existing rail unloading<br />

facility and side track, including rail, ties,<br />

crossings and other track-related improvements 300,000<br />

(i) Lackawaxen - Honesdale Shippers Association<br />

(A) Track maintenance between mileposts 110 and<br />

(i) Duferco Farrell Corporation<br />

(A) Rehabilitation and additions to the railroad<br />

infrastructure 5,000,000<br />

(14) Western New York and Pennsylvania Railroad, LLC<br />

(i) Additions and betterments to the former Erie<br />

Lackawanna Railway track in Crawford, Erie,<br />

Warren and surrounding counties, as necessary, to<br />

assure the ability to continue to provide through rail<br />

freight service necessary to the economic<br />

development <strong>of</strong> these counties. Work may include,
