(A) Rehabilitate and reconstruct 3.1-mile coalloading
spur on the RJ Corman Railroad near
Westover, including switches, signals, rail, ties,
ballast and other related railroad construction
materials needed for creating an efficient loading
site for unit trains of coal 2,200,000

(A) Rehabilitation and replacement of rail trackage
