Southern Settlements Structure Plan Committee Minutes: 18 February 2013 ^ The Chairman and Mr McKenzie acknowledged the concerns raised and assured the submitter that legal advice would be taken on the matter and appropriate steps taken prior to any decision-making on that particular part of the Plan. The Chairman thanked Mr & Mrs Neveldsen for their submission. The meeting adjourned for a break [10.30am] and resumed at 10.55am. I] Pukawa D2 D3, Hauhungaroa No 6 - Submissions No's 47873 47874 Ms Joanne Lewis [Lewis Consultancy Ltd] was in attendance to speak to the submissions Pukawa D2/D3 - She noted that the zoning of land in the area had been settled through the Environment Court. The D2/D3 areas were not within the scope of the Proposed Southern Settlements Structure Plan, which was concerned instead with rural zoned land identified in the District Plan and TD2050 as preferred locations for future urban growth in the Southern Lake Taupo area. The section yields from D2/D3 had yet to be determined and would be influenced by many factors. However, she accepted that there was a need for some ball-park assessment figures and the new footnote inserted was regarded as a practical compromise. Before continuing with the Hauhungaroa submission, Ms Lewis alluded to the Kuratau/Omori Preservation Society's submission regarding Natural Values. She noted that land with natural values could deteriorate over time if nothing was done with it. She referred to the damage that could be caused by the presence of pest animals and invasive weeds. A better way to protect natural values was to enable some form of appropriate development in return for active management of the remaining areas, Ms Lewis considered that there was a need to find a way to give incentive to landowners to manage and enhance those Natural Values. Hauhunaaroa No 6 - The submission covered the following: Supported the inclusion of Whareroa North in the Structure Plan as a location for future urban growth . Requested that the Structure Plan include the development concept plan for Whareroa North [appended to the Hauhungaroa No 6 submission] Requested that the number of sections not be capped through the Structure Plan [the matter to be determined through a subsequent Plan Change or subdivision consent process] Requested that Council secure the outcomes of the Structure Plan through rezoning land. She spoke to each of the above points referring to the Draft Development Concept Plan appended to the submission. The Plan was the result of a huge amount of work and consultation [including the Whareroa Residents Association]as to the siting of homes and included technical reports and consultation with Council staff. The Plan had been signed off by the landowners. She advised that the owners were well briefed and were happy with the content, which was noted by the absence of submissions from Whareroa residents/ratepayers. Questions were asked of Ms Lewis. The Chairman thanked Ms Lewis and she then left the meeting [11.26am]. m] FA & KM Fullerton-Smith - Submission No 47854 Mr & Mrs Kitrena Fullerton-Smith were in attendance to speak to their submission. They queried what the definition of a 'Community Hub' was. The location of the proposed Hub was shown on reserve land and needed to fit with recreation reserve land activities. The land had been sold to Council by the Fullerton-Smiths for recreation reserve activities and they considered a Reserve Management Plan was urgently needed. The land, when sold, also had covenants regarding tree heights, and other matters which the Fullerton-Smiths' wanted to ensure were recognised in the future. They referred to Area A1 and would like the area to be referred to as a Terrace' - not Escarpment as noted in the Structure Plan. They also had concerns that showing the area on the Structure Plan as an area for future public access would lead to people accessing the land. They also had concerns about any requirement to plant the corridor and considered that that best be dealt with as part of any future subdivision.
Southern Settlements Structure h'ian uommmee Minutes: 18 February 2013 They also felt that it was not necessary to have an A1 corridor in the Plan and asked that A1 be removed from all documents. The production of a Reserves Management Plan was not currently in the Long Term Plan and it was suggested that the submitters make a submission to the Annual Plan. There was discussion by the Hearing Committee that it may also be appropriate for the Turangi/Tongariro Community Board to make a submission to the Annual Plan. In addition, the submitters stated that they would like to see provision of rural cluster housing development in the terraces. Questions were asked of the presenter. The Chairman thanked Mr & Mrs Fullerton-Smith and they then left the meeting [11.50am]. That concluded the hearing of submissions. It was agreed that after a lunch break the Committee would recap on the three submissions heard earlier to confirm points for the staff to report back on at deliberations. The meeting adjourned at that stage for lunch [11.50am] and resumed at 12.30pm. The Group Manager: Policy S Operations left the meeting [1 1.50am]. Staff went through the submissions heard that day so that they could receive direction from the Committee on particular issues that they would like investigated in the staff report, viz 1 Kuratau/Omori Preservation Society - Submission No 47875 . Status of the proposed Regional Policy Statement . D1/D2 Land - Number of houses estimated . 'Community Hub' process . Risks/Hazards Whareroa - Proposed development in SNAs and OLAs and how that related to the proposed RPS . Constraints mapping . Water, Wastewater plants were specifically designed to be added to in the future . Catchment Management Plan 2 Pukawa D2 D3, Hauhungaroa No 6 - Submissions No's 47873 47874 . Inclusion of the submitter's development concept into the Structure Plan. 3 FA & KM Fullerton-Smith - Submission No 47854 . Community Hub needs fleshing out more to be in keeping with a Recreation Reserve. A Reserve Management Plan needed to be undertaken for that site . Investigate options for Area A1 - concerns for health and safety . Provision of rural cluster housing. That concluded the discussions. In response to a query from staff the Deliberations meeting would be open to submitters and the public. The staff report would respond to the points raised and would be completed in three weeks. A date for the meeting was discussed. It was agreed that the Deliberations meeting be held in Turangi on Thursday, 21 March 2013 commencing at 9am. Before the meeting adjourned, the Chairman referred to the suggested vested interest of Mr McKenzie brought up earlier in the meeting. Mr McKenzie advised that he was not an owner of land in the area and he had no issues with the discussion. The Chairman suggested that he speak to Council's legal department in regard to the matter. The meeting was then adjourned at 1.48pm on Wednesday, 20 February 2013 to be resumed on Thursday, 21 March 2013 at 9am in Turangi. The meeting resumed In Turangl on Thursday, 21 March 2013 at 9.05.
