EXECUTIVE SUMMARY
Over the last 10 years Council has received requests/petitions and submissions to various plans
for the reduction of the speed environment in Two Mile Bay from Hawai Street to Rainbow Drive
and improve pedestrian access across Lake Terrace. This section of Lake Terrace has a posted
speed of 70kph except for the holiday period over Christmas/New Year through to Easter during
which time it is reduced to 50kph. It is currently under the control of NZTA, however control will
transfer to Council in conjunction with the transfer of the ETA. Council will then be in a position to
address this issue.
The permanent reduction in the speed environment on Lake Terrace between Hawai Street and
Rainbow Drive cannot be achieved without the implementation of appropriate engineering
treatments for speed management.
A number of options have been identified for implementation of which the preferred option is Install
gateway/threshold treatments, central raised medians, pedestrian refuges and reduced speed limit
to 50kph
SUGGESTED RESOLUTION
That gateway/threshold treatments, central raised medians, pedestrian refuges be installed
on Lake Terrace from Hawai Street to Wharewaka Road and the speed limit reduced to
SOkph on Lake Terrace between Hawai Street and Rainbow Drive at an estimated cost of
$175,000 of which the Council portion would be $82,300 [excl GST].
