COUNCIL PROJECT PERFORMANCE REPORT HIGHLIGHTS July 2012 to April 2013 For the past 10 months of the financial year, 10 of the 23 projects (43%) are progressing well and four projects (17%) have been completed. The completed projects are 1) Upgrade of Heuheu Street, 2) Construction of a new cell at the Broadlands Road landfill, 3) Investigation of options for public toilet at Whakamaru, and 4) Investigation of options for connecting Hirangi Road residents to the wastewater network. Of the 92 project milestones, 64 (or 70%) have been completed, 14 (or 15%) are on track, 11 (or 12%) have experienced slippage and 3 (3%) will not be completed this financial year. Field trial procedures are still being conducted for the Turangi wastewater treatment plant process improvements. Approval for changes in the concept plan and funding of the Waitahanui Water Treatment Plant Upgrade has been delayed as trials are still being conducted to determine an affordable level of operational expenditure in the long term. When results of the trials become available a variation request will be submitted for approval by the Ministry of Health. . Designs for the Mangakino civic centre upgrade are still being developed for public consultation and negotiations with private land owners are still being held. . Development of the project plan for the Investigation of options for the River Road community hall is still in progress. . Construction of the Kaimanawa Reserve toilet and changing rooms cannot commence as additional funds have to be requested through the Annual Plan process. . Council sign off and implementation of the Joint Management Agreement with Te Arawa River Iwi Trust has been deferred as the Tuwharetoa Maori Trust Board CEO and TARIT Executive Chair are still holding discussions on several issues about the agreement. Two projects will be carried over to the next financial year: . Timeframes for the Flood Hazard District Plan Change have been adjusted to reflect a number of changes in the regional policy direction, and to await greater clarity regarding the Government's proposed changes to natural hazard planning through the Resource management Act. Seal extension on Wereta Road is deferred due to budget considerations, and is planned to be completed by the end of the calendar year.
