「ケインズは1913 年 に『インドの 通 貨 と 金 融 』を 出 版 させた 後 、「インドの 金 融 と 通 貨 に 関 す
る 王 立 委 員 会 」の 委 員 に 任 命 された。このことは29 歳 のケインズにとって 大 きな 名 誉 であった。
ケインズは 二 つの 課 題 をもっていた。 一 つは 金 為 替 本 位 制 度 を 委 員 会 に 納 得 させる。もう 一 つは
国 家 銀 行 (State Bank)と 呼 ばれるものが 設 立 されるかどうかであった。 委 員 会 はその 草 案 起 草
をケインズに 要 請 した。この 草 案 は 報 告 書 には 入 れられなかったが、 付 録 として 発 表 され 好 意 的
に 受 け 入 れられた。この 付 録 は、マーシャルがケインズ 宛 の 書 簡 で 絶 賛 したように、 報 告 書 それ
自 体 よりも 価 値 あるものとして 読 まれた。」(ハロッド 著 『ケインズ 伝 』より)
