Der Internationale Währungsfonds (IWF) veröffentlichte für diesen Zeitraum jüngst Wachstumsraten von 2,5 Prozent; dies entspricht der verhaltenen Dynamik im zweiten Halbjahr 2012. Während die hoch entwickelten Volkswirtschaften sich etwas stabilisiert haben, hat sich das Tempo der aufstrebenden Länder verlangsamt, doch bleiben sie die Haupttreiber der weltwirtschaftlichen Entwicklung. Für das Gesamtjahr 2013 rechnet der IWF mit einem globalen Wachstum von 2,9 Prozent, während das Wachstum der „Emerging Market and Developing Economies“ bei 4,5 Prozent liegen wird. Im nächsten Jahr soll alles besser werden. Dann werde die Weltwirtschaft laut IWF-Projektion um 0,7 Prozentpunkte zulegen und auch die etablierten Industrieländer einen Gang höher schalten. Diese Einschätzung deckt sich mit jüngsten Konjunkturprognosen von europäischen und deutschen Instituten und Branchenverbänden. Der deutsche Maschinen- und Anlagenbau, neben der Automobilbranche das Flagschiff der deutschen Industrie, rechnet für 2014 mit einem Wachstum von real drei Prozent – nach rückläufigen Produktionszahlen dieses Jahr, die am Jahresende voraussichtlich bei minus einem Prozent liegen werden. Die für Deutschland wichtigen Exportmärkte China und USA ziehen derzeit jedoch wieder an und auch in Europa scheint die rezessive Phase weitgehend abgeschlossen zu sein, so der Verband der Maschinenbauer. China hat seine Schwächephase offenbar überwunden, das Konjunkturpaket der Zentralregierung scheint zu wirken. Nach sechs langsameren Monaten in Folge hat die zweitgrößte Volkswirtschaft der Welt mit einem Wachstum von 7,8 Prozent im dritten Quartal wieder deutlich Fahrt aufgenommen. China könnte damit wieder in die Rolle des wichtigen Impulsgebers der Weltwirtschaft schlüpfen. Die Aluminiumindustrie ist seit geraumer Zeit von zwei eher gegenläufigen Entwicklungen geprägt: Die anhaltend niedrigen Metallnotierungen zwingen große internationale Produzenten vermehrt zu Produktionskürzungen und Stilllegungen von Hüttenkapazitäten; kleine, veraltete Betriebe in Osteuropa, wie KAP und Aluminij Mostar, stehen sogar vor der Pleite. Dieser Trend wird die globale Kostenkurve der Aluminiumerzeugung nachhaltig absenken. Im Walzsektor werden dagegen von den großen Halbzeugherstellern massiv Kapazitäten aufgebaut, um in den kommenden Jahren die stark wachsende Nachfrage nach Blechanwendungen für die nächste Fahrzeuggeneration zu befriedigen. The global economy only recorded modest growth in the first half of 2013. The International Monetary Fund (IMF) recently published a figure of 2.5 percent for growth during this period, and this corresponds to the modest growth in the second half of 2012. Although growth was somewhat stable in the advanced economies, it weakened in the emerging countries, even though these still remain the main driving forces for global development. The IMF is expecting global growth of 2.9 percent for the whole of 2013, with growth of 4.5 percent in the so-called ‘emerging markets and developing economies’. Things should be better next year. The IMF then forecasts growth of 0.7 percentage points in the global economy and even the economies in the established industrialised nations are expected to move up a gear. This assessment is in line with most economic forecasts issued by European and German institutes and trade associations. The German mechanical and plant engineering sector, which together with the car industry is the flagship of German economy, is expecting growth in real terms of three percent in 2014 – following a decline in production this year that is expected to manifest itself in a fall of one percent for the year as a whole. According to the German engineering association, China and USA, which are the important export markets for Germany, are currently picking up, though, and the recessionary phase in Europe also appears to be coming to an end. China appears to have overcome its weak phase and the package to stimulate the economy introduced by the central government seems to be working. After six consecutive months of slower growth, the world’s second largest economy has once again gathered speed significantly, with growth of 7.8 percent in the third quarter. China could thus once again take on the role as the global economy’s most important stimulator. For some time, the aluminium industry has been affected by two somewhat opposing developments. On the one hand, persistently low metal prices are increasingly forcing large international producers to cut production and close smelters; small out-dated plants in Eastern Europe, such as KAP and Aluminij Mostar, are even on the brink of bankruptcy. This trend will enduringly lower the global cost curve for aluminium production even further. In contrast, the major semis producers are undertaking massive increases in capacity in the rolling sector in order to satisfy strongly increasing demand for sheet for the next generation of vehicles in the years ahead.
