To engage public stakeholders it is staff’s intention to send letters of invite to
known stakeholders in each harbour (private marina operators, yacht clubs,
cruising clubs, etc.) and ask them to send one member representing their group.
To engage other interested stakeholders the TOR will be posted once it has been
adopted and interested members of the public will be asked to submit contact
information to the Director of Community Services. Lastly, the first meeting of the
working group will be advertised in the local paper asking interested members of
the public to attend.
The positive of the approach above is that no one will be restricted from
participating in the group, however this presents a challenge respecting the size
of the group. The primary purpose of the group is to brainstorm ideas to improve
the municipal harbours and if a very large group of stakeholders participates
orderly sharing of ideas may be challenging. For this reason Council may wish to
consider setting a limit to the number of public stakeholders that are asked to
participate. That said, this approach may be considered a restriction to
participation.
Council feedback regarding the draft terms of reference would be appreciated so that
the document can be finalized and posted. It is staff’s intention to hold the first working
group meeting during the month of April.
