Time Limitation Period
The lntegrity Commissioner shall not proceed with an inquiry in regard to a complaint
which is filed with the Clerk more than 60 days after the date when the event or series
of events which are the subject matter of the complaint were discovered by the
complainant.
An event, or series of events, is discovered on the earlier of the date, upon which the
Complaint first knew,
a. that the event, or series of events, had occurred,
b. that the event, or series of events, constituted a contravention of the Code of
Conduct, and
c. the identity of the member of Council involved in the event or series of events; and
b. the date on which a reasonable person with the abilities and in the circumstances of
the Complainant first should have known the matters took place.
e. Filing Reports:
It is important for Accountability and Transparency purposes for regular reports to be
provided to Council not only at the conclusion of an investigation, but also an annual
report providing details on all outstanding investigations and a review of the activities of
the Integrity Commissioner during the year.
The Integrity Commissioner shall file a report with the Council at the conclusion of each
investigation, outlining the findings and if applicable, the recommended sanctions or
change(s) to the Code of Conduct;
Where the lntegrity Commissioner decides not to proceed with an inquiry he/she shall
prepare and file a report setting out the decision and the reason for the decision.
An annual report will be submitted summarizing the status of all complaints.
Current situation
Currently, two complaints have been filed, and have been logged as received, and staff
awaits direction on the process to deal with the documentation.
