Wetland Complexes<br />
Wetlands within <strong>the</strong> entire Passaic River Basin have been designated as EPA Priority. This classification<br />
bears witness to <strong>the</strong> multiple functions benefitting both humans and wildlife. The human sector is served by<br />
way <strong>of</strong> flood control, water supply and recreational opportunities. Habitat is provided <strong>for</strong> waterfowl, raptors,<br />
passerines, herptiles, furbearers, and fish, including various state and federally listed species.<br />
Subsheds<br />
The Great Swamp National Wildlife Refuge (Great Swamp) Watershed, an integral component within<br />
<strong>the</strong> upper Passaic ecosystem, has become an environmental planning prototype. Concern <strong>for</strong> this resource<br />
has resulted in <strong>the</strong> amassing <strong>of</strong> extensive data on <strong>the</strong> Swamp's features, inhabitants and overall health.<br />
Presently, <strong>the</strong> Ten Towns Great Swamp Watershed Committee is seeking to devise a comprehensive<br />
watershed management plan, with corresponding land use ordinances.<br />
Feeder streams to Great Swamp include Great, Black, Primrose, and Loantaka Brooks. Each subwatershed<br />
is unique ranging in character from rural low density development, to urbanized high density housing, industry<br />
and infrastructure. The degree <strong>of</strong> intensity is reflected in <strong>the</strong> viability <strong>of</strong> each brook.<br />
The USDA Great Swamp Watershed Project, a five year ef<strong>for</strong>t begun in 1991, was designed to "develop a<br />

strategy to ensure acceptable water quality and quantity in <strong>the</strong> Refuge." Stream water quality assessment,<br />
utilizing <strong>the</strong> macroinvertebrate surveying methodology, was conducted on <strong>the</strong> Black, Great, Loantaka and<br />
Primrose Brooks as well as <strong>the</strong> upper Passaic. Results <strong>for</strong> <strong>the</strong> four years are illustrated in Table Three. Index<br />
values and <strong>the</strong>ir corresponding assessments are as follows:<br />
