Services<br />

CHSP (Congregate Housing Services Program)<br />

Description: The Congregate Housing Services Program (CHSP) is a federally funded<br />

grant program that has as a goal to prevent the premature institutionalization of persons<br />

with disabilities. Individuals must be able to maintain their apartment with minimal<br />

supports. Residents pay 30% of their income for rent and 20% of their income for the<br />

CHSP participation fees which includes 3 meals a day, 7 days a week.<br />

HOUSING<br />

Description: BHA also administers the Section 8 Housing Assistance Payments Program<br />

for existing housing. This program subsidizes the rent of approximately 650 eligible<br />

participants who live in approved, privately owned housing. This program requires a<br />

separate application.<br />

Maximum Income Guidelines: Call for details<br />

Fees: Rent is based on income, not to exceed 30-40% of the family income.<br />

Referral Procedures: No new applications are being accepted.<br />

PUBLIC HOUSING<br />

Description: The primary purpose of the Housing Authority is to provide decent, safe,<br />

and sanitary housing in a suitable environment for low-income families at rents they can<br />

afford to pay. There are 637 apartments for eligible low-income families, elderly, disabled,<br />

and single persons in Bloomington. Forty-two units for adults with developmental<br />

disabilities are available.<br />

BHA's Resident Services Department offers a multitude of programs for its residents.<br />

These programs are either run solely by BHA or in cooperation with other agencies.<br />

Programs include, but are not limited to, adult education, self-sufficiency, job<br />

readiness/training, advocacy/information and referral, home care, case coordination,<br />

senior nutrition, budgeting, and after-school programming.<br />

Referral Procedures: Walk-in service available Monday through Thursday.<br />
