HOUSING<br />
Description: Winnebago County Housing Authority (WCHA) is committed to providing<br />
safe, decent and affordable housing. WCHA administers Section 8 vouchers and the Hope<br />
IV program.<br />
Housing Choice Voucher Programs: This program is designed to provide low-income<br />
families rent payment assistance and to increase their affordable housing options. While<br />
the rules and regulations for the Housing Choice Voucher Program are determined by the<br />
US Department of Housing and Urban Development (HUD), WCHA works with local<br />
families who are eligible for the programs and currently administers over 400 Housing<br />
Choice Vouchers.<br />
Family Self-Sufficiency Programs (FSS): FSS is a HUD program that encourages<br />
communities to develop local strategies to help families that rely on housing voucher<br />
programs to become economically independent and self-sufficient. WCHA partners with<br />
Rockford Housing Authority and a variety of local organization to efficiently operate FSS<br />
grants and help families transition from assisted housing to homeownership.<br />
Neighborhood Network Computer <strong>Center</strong>s: WCHA operates two busy computer centers,<br />
one in the Washington Park Community <strong>Center</strong>, the other at Collier Garden Apartments, a<br />
facility for senior and disabled residents. Both centers offer computer skills training, a<br />
computer lab providing Internet and email access, and standard business and<br />
communication software.<br />
Documents Needed: Birth certificate, proof of income, proof of residency, Social<br />
Security card.<br />
Fees: Housing costs are income-based.<br />
